ORGANIZATIONAL CONTEXTThese jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). The Job holders report to a Head of the Unit, Chief or Information Technology Officer.At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff.
JOB PURPOSETo coordinate and guide Information Technology maintenance and support activities to enable the effective delivery of IT services, particularly in Telecommunications.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive)Under the direct supervision of the Head of IT and IT Officer, the IT Associate will be responsible for the following duties:
Telecommunications :
• Assist in the deployment of telecommunications systems aligned with ETC (Emergency Telecommunications Cluster) objectives for the operation in Mozambique;• Assist in ensuring optimal radio network operations, through the implementation of UN standard operating procedures;• Assist in ensuring appropriate security telecommunications support to humanitarian staff;• Assist in assessing, installing, commissioning, configuring, maintaining and troubleshooting VSAT stations;• Assist in monitoring, troubleshooting HF/VHF network and performing related tasks and actions aiming at ensuring a good HF/VHF coverage;• Train staff on radio communications procedures including related Country Minimum Operating Security Standards (CMOSS) requirements and use of HF/VHF and other equipment such as Iridium PTT, satellite phones;• Report any technical problems immediately to the National Officer or Head of TEC• Provide feedback to the National Officer or Head of TEC on potential improvements in security telecommunications systems;• Assist in the deployment/dissemination of standard material, such as handheld radios, Iridium PTT devices, and wireless access point/links;• Assist in the maintenance of systems and equipment by carrying out routine tasks, such as backing up data, monitoring network, and systems, servers, and peripherals running systems diagnostics, patch management, and system optimization, removing viruses and bad data, etc.;• Implement improvements to methods and processes within the IT division to support the continuous improvement of IT/Telecom’s services provided.• Perform other related duties as assigned. IT operations :
• Carry out system and hardware maintenance tasks, such as running specialized network monitoring and system protection, to ensure technology is running effectively.• Monitor technology reliability, identify user needs, analyze data and produce accurate reports in order to recommend IT solutions to support informed decision-making.• Resolve queries independently, escalating if required, to ensure that standard IT questions are answered and accurate information is provided to staff.• Provide standard technical training to end-users of commonly used technology and systems, in order to assist WFP staff in conducting their work.• Provide guidance and training to junior colleagues in the delivery of IT support services to support the capacity building of staff.• Support the co-ordination of new application implementation to provide WFP staff with the tools they need to perform effectively.• Draft standard material such as end-user and technical documentation to ensure staff have access to required information about IT services and products.• Implement improvements to methods and processes within the IT division in order to support the continuous improvement of IT services provided.• Coordinate installation and maintenance of telecommunications systems and equipment, to ensure optimal services in compliance with standard operations procedures.• Coordinate a team of IT staff to ensure individual and team objectives are met in compliance with all relevant regulations and policies.• Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.
STANDARD MINIMUM QUALIFICATIONSEducation : Degree or Diploma in Telecommunication, Information Technology, Computer Science. or any related field of study.
Experience : Minimum of 5 years experience in the related field. Language : Fluency in English and Portuguese Language. 
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE• Has experience analysing service management results and development service enhancement recommendations.• Has participated in business process re-engineering efforts and identified service management improvements.• Has experience participating in country office procurement/budgeting process.
OTHER POST REQUIREMENTS• Good presentation and reporting skills.• Active participation in Emergency Preparedness activities.
