Purpose:

We are looking for an experienced protected areas policy specialist to support implementation of the 30 percent by 2030 (« 30 x 30 ») area-based conservation target of the Convention on Biological Diversity (CBD) /Global Biodiversity Framework in the Democratic Republic of Congo. The position will seek to advance WCS goals of supporting our partner countries to implement global conservation, biodiversity and sustainable development commitments.

The Senior Policy Advisor will work closely with the WCS Country Program in DRC, other relevant WCS Global and Regional Programs, national and international partners, and DRC government entities to coordinate the development and implementation of national-level stakeholder consultations, and a spatial planning methodology framework, to inform and guide 30×30 implementation in the DRC and ensure its alignment with the development of the national land use planning reform. The position will work closely with government agencies and WCS country, regional and global programs to ensure coherence of 30×30 implementation with nationally and internationally-negotiated agreements. The position will facilitate the development of a 30×30 implementation strategy and financing plan for the DRC, and will work to encourage adoption of national policies and partnerships that will assist in the implementation of this strategy. The position will also ensure strong alignment and coordination with other WCS-supported national-level initiatives on biodiversity conservation, protected areas, forest governance and IPLC engagement in forest management.

Responsibilities

  • Map and review existing and planned area-based conservation initiatives, public and private donors and policies in the DRC of relevance to 30×30 implementation and identify opportunities for alignment, coordination and collaboration
  • Map key government, civil society and other partners relevant to 30×30 implementation and develop a stakeholder engagement strategy
  • In close coordination with the WCS country program, identified partners, and WCS’s global and regional technical teams, coordinate a national stakeholder consultation process to inform a 30×30 implementation strategy in the DRC
  • In close coordination with the WCS country program, identified partners, and WCS’s global and regional technical teams, coordinate the development of a methodological framework for area-based conservation planning, to achieve 30×30 goals
  • Ensure coherence of WCS work on 30 x 30 with the protection targets and metrics of the CBD and area-based measures policy guidance from IUCN and other relevant institutions;
  • Support the full integration of Indigenous People and Local Communities, and gender and equity concerns, in the expansion of area-based conservation measures (including OECMs and protected areas), through a rights-based approach that supports legal recognition and land tenure for those communities, and provides for their leadership in managing their territories, resources and lifeways
  • Support the WCS DRC program and government agencies where possible, to access international public funding from bilateral and multilateral sources; support proposal development and related reporting as needed;
  • Working with the WCS DRC country program, and our global and regional science and policy teams, ensure the DRC government has sufficient information with which to make informed decisions on conservation planning recommendations and integrate them as appropriate to guide decision-making;
  • Work with WCS country, science, regional and global programs to advance 30 x 30 implementation in DRC, by supporting the identification and development of key policies to expand and strengthen the management of protected areas and other effective area-based conservation measures (OECMs) in an equitable, financially sustainable and ecologically representative manner.
  • Assist the Democratic Republic of Congo with national reporting on 30 x 30 to the World Database on Protected Areas and other relevant indicators under the CBD’s monitoring and reporting framework;
  • Represent WCS science, field conservation and policy positions and DRC government achievements on 30×30 in international forums.
  • Beyond DRC, provide technical, partner engagement and policy support to WCS country programs and thematic programs across Central Africa when needed, to implement national biodiversity commitments and the emerging Post-2020 CBD framework
  • Contribute to knowledge networks and communities of practice within WCS’s global field programs on area-based conservation planning and 30×30 implementation

Qualification Requirements

  • Bachelor’s degree in environmental or political science, environmental policy, protected areas or other relevant field and 6 years of government relations or management experience, or equivalent combination education/experience.
  • Experience working with a geographically dispersed team
  • Supervisory experience.
  • Experience with the CBD, IUCN/World Commission on Protected Areas and related protected areas/OECM policy guidance and metrics.
  • Experience in implementing area-based conservation planning processes
  • Experience working directly with multiple national level governments to develop and adopt policy initiatives
  • Project management experience including coordinating the work of other professionals inside and outside an organization.
  • Experience in policy achievements and extensive experience in strategy development and implementation.
  • Demonstrated relationship building experience.
  • Experience with time management.
  • Fluency in written and spoken English and French
  • Experience negotiating complex high profile or sensitive agreements.
  • Written and verbal communication and presentation experience.
  • Experience of project implementation and stakeholder coordination in Africa.
