Early Grant Information for NGOs

The Purpose of the activity is to improve the health outcomes of Zambians by preventing new infections among priority and key populations most at risk of acquiring HIV.

Objectives

This activity seeks to improve the health outcomes of Zambians by preventing new infections among priority and key populations at higher risk of acquiring HIV. For those who are unknowingly living with HIV, the activity will implement targeted case finding and link them to treatment. The interventions will support four key objectives:

Identify and reach individuals at high risk of HIV infection in communities with high impact HIV prevention services.
Utilize targeted testing strategies to find and link newly identified beneficiaries to HIV treatment and support services.
Build capacity of communities and leverage community structures to implement evidence based, high impact strategies.
Build the capacity of local implementing partners to provide targeted, evidence-based HIV prevention services in line with USAID Zambia’s local ownership and sustainability plans articulated above.

USAID intends to award up to three Cooperative Agreements pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $75 Million in total USAID funding over a five-year period.
Eligible Applicants

Eligibility for this NOFO is restricted to local organizations. In the case of a consortium, the applicant must be the consortium lead and must identify any other members of the consortium or individuals tied to the implementation of the activity as described in the application, along with all sub-awardees. The respective roles of any other members of the consortium or individuals, including all sub-awardees, must be described, and separate budgets must be attached for each. The Recipient must be a responsible entity. When considering making an award to an organization with limited or no previous experience, the AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the results of the program and comply with the terms and conditions of the award.
Only local organizations as defined below are eligible for award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
Is legally organized under the laws of Zambia; and
Has as its principal place of business or operations in Zambia; and
Is majority owned by individuals who are citizens or lawful permanent residents of Zambia; and
Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
