USAID Support to End Tuberculosis – Vietnam

The United States Agency for International Development (USAID) in Vietnam is seeking applications for a cooperative agreement from qualified entities to implement the program entitled “USAID Support to End Tuberculosis”.

The Government of Vietnam (GVN) aims to end TB by 2030, working through its National TB Program (NTP). USAID, through this USAID Support to End Tuberculosis Activity, will support the GVN to achieve this goal through targeted technical assistance to the NTP, provincial health management authorities, TB service networks, as well as other key local stakeholders in priority provinces.

The successful Recipient, through work under this award, must contribute to the following Objectives:

Improved quality of TB service delivery platforms in both communities and health facilities in USAID TB priority provinces;
Improved access to comprehensive drug-susceptible (DS) and drug-resistant (DR) -TB services including screening, diagnosis, treatment and adherence support nationally and in USAID TB priority provinces;
Local ownership of the TB response in USAID TB priority provinces advanced.

USAID/Vietnam provides comprehensive support to the NTP to improve Vietnam’s TB response through a set of TB-focused activities including:

Infectious Disease Detection and Surveillance (IDDS): an activity to support the strengthening of TB detection networks, and to improve the quality of TB surveillance systems.
Tuberculosis Implementation Framework Agreement (TIFA): TIFA provides resources to Vietnam NTP to empower NTP in development and implementation of its National Action Plan to end TB, increase political commitment, and improve in-service training and supervision for the NTP network.
Sustaining Technical and Analytic Resources (STAR): STAR provides seconded technical advisors to key positions within the NTP to address bottlenecks, build capacity within the GVN health systems, and maximize the impact of interventions to improve TB services.
Tuberculosis Local Organizations Network (LON): LON focuses on locally generated solutions to address the diagnosis, treatment and prevention needs of TB patients through community and private sector engagement.

Strengthened TB service delivery platform: In Vietnam, the National TB program leads the country’s response to the epidemic, and provides all TB prevention, diagnosis, and treatment activities. The quality of the NTP system has a direct impact on the provision of patient-centered TB services. This activity, in collaboration with other USAID and non-USAID partners, especially WHO, GFATM, and the World Bank, will support the GVN to strengthen the NTP service delivery system.
Improved service accessibility: Evidence from the last TB prevalence survey (TBPS) revealed that the TB and MDR-TB burden is much higher than previously estimated, and that TB prevalence is much higher among men and elderly individuals.
Advance local ownership of TB response: GVN has maintained a National Targeted Program funding for the TB response for the last 20 years. The majority of the annual service delivery needs for DS-TB have been covered by NTP funds.

Eligibility for this NOFO is not restricted.
Each applicant must be found to be a responsible entity before receiving an award.
The Agreement Officer (AO) may determine that a pre-award survey is required in accordance with ADS 303.3.9.1 to determine whether the applicant has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with established U.S. Government standards, laws, and regulations.
Applicants who do not currently meet all USAID requirements for systems and controls may still be eligible under special award considerations and should not be discouraged from applying.
USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
