The United States Agency for International Development (USAID) is seeking applications from qualified entities to implement the USAID/West Bank and Gaza Conflict Management and Mitigation People-to-People Reconciliation Fund program.

USAID seeks to effectively prevent, mitigate and manage the causes and consequences of violent conflict, instability and extremism. The Center for Conflict and Violence Prevention (CVP) in the Bureau for Conflict Prevention and Stabilization leads USAID’s efforts to identify and analyze sources of conflict, supports early responses to address the causes and consequences of instability and violent conflict, and seeks to integrate conflict mitigation and management into USAID’s analysis, strategies and programs.

USAID seeks programs that produce more concrete and measurable results through conflict resolution by bringing participating groups together to resolve issues of common concern. Studies have shown that when common goals or shared problems are present, communication between groups moved towards reducing conflict. In addition to the people-to-people approach, USAID requests applicants to focus on issues of common interest between two categories of participants:

Funding Information

Subject to funding availability, USAID intends to provide approximately US $9,000,000 in total USAID funding. Actual funding amounts are subject to availability of funds, as well as content, quality, and number of applications received, needs, and competing priorities.
USAID intends to award multiple awards pursuant to this notice of funding opportunity of TWO TYPES: (i) Standard Assistance Awards (Grants and Cooperative Agreements) and (ii) Fixed Amount Awards (FAAs):
Standard Assistance Award (SAA) – Applicable for Cross Border and Israel Only Applications: These have a range from a minimum USAID-funded amount of $500,000 to a maximum USAID-funded amount of $1,500,000, excluding any cost share or matching funds.
Fixed Amount Awards (FAAs)- Applicable for Israel Only Applications: These have a range from a minimum USAID-funded amount of $50,000 to a maximum USAID-funded amount of $150,000 excluding any cost share or matching funds.
The anticipated start date for the award(s) is on or about September, 2021.
Please note the period of performance of SAA applications may extend up to a maximum of 36 months. The period of performance of Israel Only FAA applications may extend up to a maximum of 18 months.
Geographic Code: The authorized geographic code for this activity is “937”. “937” is defined as the United States, the Cooperative Country (West Bank and Gaza, Israel), and developing countries other than advanced developing countries, and excluding prohibited sources.

U.S. and Non-U.S. Non-Profit Organizations (NGOs): Qualified U.S. and non-U.S. private non-profit organizations may apply for funding under this RFA. Foreign government-owned parastatal organizations from countries that are ineligible for assistance under the Foreign Assistance Act (FAA) or related appropriations acts are ineligible.
U.S. and Non-U.S. For-Profit Organizations: Qualified U.S. and non-U.S. private for-profit organizations may apply for funding under this RFA. Foreign government-owned parastatal organizations from countries that are ineligible for assistance under the FAA or related appropriations acts are ineligible. Potential for-profit applicants should note that, pursuant to 22 CFR 226.81, the payment of fee/profit to the prime recipient under grants and cooperative agreements is prohibited.
U.S. and Non-U.S. Colleges and Universities: Qualified U.S. and non-U.S. colleges and universities may apply for funding under this RFA. USG and USAID regulations generally treat colleges and universities as NGOs, rather than governmental organizations; hence, both public and private colleges and universities are eligible. Non-U.S. colleges and universities in countries that are ineligible for assistance under the FAA or related appropriations acts are ineligible.
Private Voluntary Organizations (PVO): A local or indigenous PVO, which by definition is a non-U.S. PVO operating in the same foreign country in which it is organized, is eligible to receive funding. Local PVOs are not required to register with USAID. In accordance with 2 CFR 203, a U.S. PVO and an “International PVO,” which by definition is a non-U.S. PVO that performs development work in one or more countries other than the country in which it is domiciled, must be registered with USAID to be eligible to receive funding.
Public International Organizations (PIOs) PIOs are eligible to apply for funding under this RFA.
New Partners: USAID encourages applications from new partners. Resultant awards to these organizations oblige USAID to undertake necessary pre-award reviews of these organizations to determine their “responsibility” in regards to fiduciary and other oversight responsibilities of the grant/cooperative agreement.
