The U. S. Agency for International Development’s Bureau for Global Health (USAID/GH) is seeking concept papers under Round 4 entitled” Water Resources Management for Enhanced Water, Sanitation, and Hygiene (WRM-WASH)”.
The purpose of this activity is to reduce water borne disease in Nigeria. To achieve this purpose, the activity will enhance water resources management. Activities must address one or more of the following objectives:
Improve water supply and sanitation services delivery, and key hygiene behaviors;
Protect and improve watershed health and function.
The project(s) will aim to engage with and leverage the reach of new and underutilized local entities and partners, especially those that can leverage funding from sources other than USG to reduce water borne disease in Nigeria.

Result 1: Coverage of reliable drinking water and/or sanitation services increased: This activity will seek to increase the coverage of drinking water and sanitation services. This activity may also try to raise beneficiaries’ awareness of the health, nutritional, and economic benefits of clean water, and build ownership and demand for it by encouraging users to pay for operations and maintenance costs.

Access to basic drinking water in households and institutions increased
Key hygiene behaviors correctly and consistently adopted
Access to basic sanitation services in households and institutions increased
Management of fecal waste improved
Result 2: Management of water resources strengthened: This activity will seek to protect, restore and rehabilitate watershed and processes with a key focus to expand source water protection in order to improve access to water and sanitation services. This activity may work with local water, river basin agencies, and other stakeholders to develop policies, and programs that promote integrated water resources management.

Eligibility Criteria
Under this Round to the APS, applicant organizations must propose (and meet) one of the following modalities to be considered eligible:
Modality 1: Direct awards to new and underutilized organizations that are local entities in the host country(ies) in which the applicant is applying.
Modality 4: Direct awards to partners to leverage private/non-USAID funding.
Round 4: WRM-WASH defines a local partner to be an individual, a sole proprietorship, or an entity. However, under this phase, for the applicant to be considered a local partner, the applicant must selfcertify and submit supporting documentation demonstrating their organization meets the criteria listed below.
A local entity’ means an individual, a corporation, a nonprofit organization, or another body of persons
that:
Is legally organized under the laws of, and have its principal place of business in the country served by the WRM-WASH program with which the entity is or may become involved;
Has as its principal place of business or operations in in the Country for which the WRM-WASH program will be performed;
Is majority owned by individuals who are citizens or lawful permanent residents of; and
Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance. For purposes of this section, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
