USAID inviting Applications for Partnership for the Development of Eastern Congo

The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Partnership for the Development of Eastern Congo (P-DEC).

1000 new grants and donors
P-DEC goal is to strengthen the foundations for durable peace with a focus on Ituri and North Kivu provinces. P-DEC will adopt cross-sectoral stabilization approaches to address drivers of conflict that gave rise to and continue to fuel the activities of the Allied Democratic Forces (ADF), Lord’s Resistance Army (LRA), and various other armed groups and community militias.

Objectives

P-DEC will achieve its goal by pursuing the following objectives:

View and receiving grant information
Build community resilience to conflict and crisis
Foster accountable, trusted, citizen-responsive institutions, addressing grievances before they lead to violence
Promote inclusive, diversified economic growth

Estimated Total Program Funding:
Award Ceiling: $39,500,000
Award Floor: $10,000,000
The period of performance is anticipated to be five years.
Eligibility Criteria

This funding opportunity is open to all eligible U.S. and non-U.S. nongovernmental organizations, including but not limited to foundations, academic organizations, media organizations or associations, for-profit private enterprises, and consortia.
Individuals are not eligible to participate in this APS.
USAID/DRC invites new and underutilized partners as defined under the Agency’s New Partnership Initiative to submit applications, either as a prime or as part of a consortium of partners led by a prime. To be eligible, all USAID/DRC partners must be legally registered entities under applicable laws and eligible under the relevant laws to receive funding from a foreign source.
Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. government standards, laws, and regulations.
Applicants must have a valid DUNS number to submit an application.
An international organization may not submit more than one application as a “prime” or as a consortium leader. However, local entities may participate in more than one consortium under different “prime” or consortium leader applicants.
USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
