Engagement of local actors in local giving and local resources mobilization increased;
Public awareness and engagement in specific philanthropy campaigns raised;
Accountability system that improves public confidence in philanthropy and involved actors established.
Illustrative interventions (may include but are not limited to):
Support fundraising campaigns/initiatives in communities through increased public awareness.
Empower communities to find solutions to their development challenges.
Provide capacity building assistance to stakeholders to increase transparency and accountability in philanthropic efforts.
Sub-purpose 2: Existing philanthropy infrastructures strengthened.

Expected Results:

System for collecting and analyzing philanthropy data improved;
Cross-sectoral philanthropy networking established/improved. Illustrative interventions (may include but are not limited to):
Utilize a creative and easy-to-use donation/fundraising system to create wider public support for giving.
Partnering with the private sector, especially small and medium size enterprises and diaspora, in giving and addressing community needs.
Showcase positive examples of community engagement across BiH and wider, to raise the awareness of philanthropy.
Trust building within and among different local actors (civil society organizations, private and public sector companies, government institutions and individual donors/non-donors) to advance the philanthropy ecosystem.

USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide up to $2,000,000 in total USAID funding over a five (5) year period.

Eligibility Criteria

Eligibility for this NOFO is restricted to local entities in the following Balkan countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Romania, Serbia and Slovenia. Entities from these Balkan countries have relevant experience in community philanthropy that is likely applicable to the current environment in Bosnia and Herzegovina.

Eligibility requirements as described below only apply to the principal/prime applicant, not the subawardee. Only local organizations as defined below are eligible for award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:

is legally organized under the laws of; and
has as its principal place of business or operations in; and
is majority owned by individuals who are citizens or lawful permanent residents of; and
managed by a governing body the majority of who are citizens or lawful permanent residents of a country receiving assistance.
