Somalia Office:
The UNOPS Somalia Office presently manages a significant portfolio of projects in Somalia and has its direct representational and oversight functions in Somalia, while maintaining a technical and administrative support capacity at the hub level in Nairobi. UNOPS works with multiple partners including the Governments of Somalia, bilateral and multilateral donors, and United Nations Agencies, Funds and Programmes. In order to provide political, development and security assistance in Somalia, the international community’s contributions were brought together under the New Deal framework, endorsed at the Brussels conference on September 7, 2013.
The framework sets out 5 Peace and State building goals (thematic areas) against which all international efforts are to be aligned, coordinated by the FGS, UN and donor steering groups. In keeping with the New Deal framework, UNOPS is particularly interested in strengthening its coordination and liaison capacity with relevant Government institutions, Government led mechanisms and emerging trust fund instruments.
Job Specific
The Somalia Security and Justice Programme (SSJP) is a DFID funded programme managed by UNOPS to support establishment of sustainable development of security and justice system in Somalia. The Programme aims to strengthen and expand the foundations of Sustainable Police and Justice agencies across Somalia with more accountable, affordable, able and acceptable policing and justice systems in targeted areas that provide a visible security presence and facilitate access to justice, including for women and vulnerable populations as defined in the theory of change of the programme. The programme guided by five principles in provision of technical assistance: Developing Somalia human resource and administrative capacity, strategic directions, communications, relationship – margining the political economy and inclusiveness of Somalia citizens. Although the post holder contribute directly or indirectly on those key principles that guide the programme with learning and adaptive approach, mainly provide support and guidance to JPP on strategic police development in Somalia and create wider connection to the programme in security sector.
To establish sustainable security and justice system in Somalia it is crucial to jointly work with local and international community in a coordinated manner. JPP (Joint Police Programme) is one of the coordination mechanism that brings multi donor resources together for strategic policing development interventions in Somalia. The Joint Police Program (JPP) aims to increase police presence and visibility across the major population centres and their supply routes by having newly trained and deployed police conducting patrols and developing positive interactions with communities. SSJP is one of the pool fund resource to JPP. The position holder will support to strengthen the leadership and management of JPP as well as SSJP in terms of strategic support and advice on police development in line with the New Policing Model and programme objectives.  Security and Justice are the two basic pillars sustaining the rule-of-law chain. Recognizing that professional and accountable policing is a prerequisite for establishing security and the rule of law, Somali authorities developed a New Policing Model (NPM). The NPM codifies a two-tier policing structure comprising the Somali Police (SPF) and FMS police who currently are undertaking greater responsibility for policing in their respective states.
