UNOPS inviting NGOs for Community Mobilization in the Project Intervention Sites

As part of the Rural Electrification Project through Renewable Energy Systems in the Liptako-Gourma region, United Nations Office for Project Services (UNOPS) is seeking to recruit a local NGO based in the 3 countries of activity with good coverage of the Sahel region.

Objectives
More specifically, the Project has the following objectives:

Provide clean, reliable and sustainable rural electrification solutions in rural areas targeted in the Liptako-Gourma region;
Participate in the socio-economic development of local communities through the development productive activities supported by energy infrastructure.
Support the establishment of an enabling environment, including regulatory and legislative, conducive to the development of renewable energy, mini-grids and private sector investment in this field in the three countries;
Support ALG in coordinating the efforts of the three countries to promote renewable energies and sustainable rural electrification.
Components
The different components of the Project are:

Component 1: Institutional support
This component will consist of technical support to the various stakeholders with the aim of effective implementation of the project and the establishment of an environment more conducive to the deployment of off-grid renewable energies in the rural areas. This support aims to build the capacities of institutional actors for better governance and political commitment in the renewable energy sector. It concerns in particular the ALG (Integrated Development Authority of the States of LiptakoGourma), the Ministries in charge of Energy, the National Agencies in charge of rural electrification (ABER, AMADER, ANPER) as well as the National Agencies in charge of promoting renewable energies (ANEREE, AER, ANERSOL).
Component 2: Installation of off-grid power solutions
This component will result in the installation of 6 mini-grids (2 in each country) based on solar photovoltaic technology. Significant potential for mini-grids has been identified in all three countries (cf. the ALG study), and the ongoing actions of the three governments indicate a growing interest in setting up mini-grids in places that do not cannot be connected to national networks in the short or medium term.
Component 3: Support for the improvement of regulatory frameworks
The objective of this component will be to establish a clear and favorable regulatory framework for private investment in the three countries. Large-scale rural electrification for the benefit of rural communities in the three countries requires strong private sector participation, which faces many relative obstacles.
Component 4: Support for local private sector development in renewable energy mini-grids
The project will also seek to identify locally registered renewable energy entrepreneurs and businesses that already have operational experience in mini-grids. -networks, to train their counterparts, install, operate and maintain the systems financed under this project.
Expected Results and Deliverables
The local NGO should prepare and submit:

Deliverable 1: Exhaustive list of local stakeholders and community mobilization methodology accompanied by the approach/communication strategy
As soon as the service order for the start will be notified to the NGO retained by UNOPS, the latter must establish an exhaustive mapping of the Stakeholders of all local azimuths to the Project. Once the list of local stakeholders has been established, the NGO will develop and present its methodology, in order to guarantee the mobilization and commitment of the Stakeholders during the implementation of the Project
Deliverable 2: Training and awareness activities
The service provider must organize a training session with the beneficiaries (either small and medium-sized local businesses or residential consumers) on a weekly (or bi-weekly) basis before the connections and after the connections. The activity plans will be submitted to UNOPS for approval.
Deliverable 3: Periodic reports (monthly) and a final report
The service provider must produce and submit to UNOPS narrative and quantitative activity reports (monthly and final) on the basis of its work plan for the entire duration of the activities. Each time, the report must contain the analysis of all the activities carried out, as well as an evaluation of their impact on the beneficiaries. The report should be brief and include photos of the activities. These activities will include sensitization campaigns, trainings and any other activities carried out under the project.
Eligibility Criteria
The NGO will be selected based on the following criteria:
National (local) structure;
Have a legal status or a trade register number (the selected service provider must be duly registered in Burkina Faso, Mali and/or Niger and fulfill the related administrative requirements);
Have operational capacities in the targeted areas;
Have staff fluent in the local language of the beneficiaries (Fulfulde, Sonrai, Tamashek, etc.)
Operational history and continued presence in targeted areas (Sahel region);
Local knowledge and specific lessons learned from the area (field experiences);
Experience in conducting the required activities (similar experiences);
Demonstrate relevant experience in the relevant field (solar energy);
Proposed methodology (approach);
Recruitment of local staff for the implementation of activities (resident in the Sahel);
Collaborative approach to implementation;
The NGO must have the appropriate premises in the Sahel region, the material (office automation, vehicles, etc.) and human resources necessary to carry out the mission.
Skills and experience required:
Have an experience of at least 3 (three) years in the management of similar projects in Niger, Mali and/or Burkina Faso;
Have already had a presence and operational capacities in the area(s) of intervention of the project (Sahel region) and qualified to carry out the work;
Have networks of social mobilizers, animators, or qualified resource persons in awareness-raising, mobilization and community supervision approaches; knowing how to work with beneficiaries, taking into account the aspects and sensitivities related to the genre;
Have previous successful experience of working with the government as part of projects funded by an international donor will be considered an asset;
Have a sense of initiative, ease of work and coordination with different actors, and proactivity in the ability to provide relevant information to stakeholders with the aim of facilitating the success of the project.
Able to work under pressure related to multiple activities, deadlines, and the environment potentially unstable security;
Having experience with a United Nations agency would be an asset;
Any other qualifications deemed relevant.
