Description de l’offre Research Expert (International Consultant) United Nations Office on Drugs and Crime (UNODC) Dakar (Senegal) Chief and Senior Professional Consultancy Internationallly Recruited Research and data science Closing soon: 23 Mar 2022 JOB DESCRIPTION Result of Service The assignment will be carried out under the direct supervision of the Programme Coordinator of the UNODC GMCP, based in Lisbon, Portugal, with support from the Associate Project Manager for UNODC GMCP Atlantic Ocean, based in Accra, Ghana; as well as the Project Manager for the Indian West Ocean based in Nairobi, Kenya. The expert will be home based with envisioned travel to Ghana and Seychelles, subject to UN and national Covid-19 travel guidelines. The consultant will support a community-based crime analysis on migrant smuggling flows, trends and capacity assessment of responses. The consultant will perform the following tasks: Develop a research outline and agreed workplan for completion Conduct desk and field based research on maritime migrant smuggling networks in Ghana and Seychelles and neighboring regions. Conduct an in-country assessment in Seychelles Moderate workshops on the research findings in Ghana Work Location Home-based with travel to Seychelles and Ghana Expected duration Proposed period: 11 April to 14 October 2022 Actual work time: 103 working days Duties and Responsibilities Piracy, armed robbery, drug trafficking and other illegal acts committed at sea plague the Gulf of Guinea and the Indian Ocean with dire economic consequences for its coastal States. Globally, the threat of migrant smuggling, which generates billions of dollars in profit for criminal organizations, undermines state sovereignty, and reduces the opportunities for migrants who wish to enter states safely and legally. The multifaceted, complex, and global impacts associated with migrant smuggling demand a multinational, multiagency response strategy. The strategy must be underpinned by strong regional and bilateral cooperation between states and their institutions, industry, academia, state and international organizations. Criminal networks are in constant evolution and adjusting their business model by diversifying to all type of maritime crimes. Research on maritime migrant smuggling and human trafficking flows is necessary for Sates and other international actors to design appropriate responses. In line with the aforementioned, the consultancy is to support the below assignments: The expert will conduct research on maritime migrant smuggling flows, trends and state capacity of responses in West and East Africa, with specific focus on Ghana and Seychelles. Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in Law, Criminology, Police Administration, or a similar field with specific focus on international maritime affairs, international security policy, criminal justice and / or the application of the law, is required. A first level university degree in similar fields with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: At least ten years of progressively responsible professional experience in the field of research, project management, security, governance, countering maritime crime in Sub-Saharan countries is required; Proven experience in research and analysis, design and implementation of research on piracy and maritime crimes in the Western Indian Ocean as well as in the Gulf of Guinea is required; Excellent drafting skills is required; Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is required; Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
