Under the general guidance of the Deputy Representative – Programme, responsible for programme planning, monitoring and evaluation function.  Some of the major duties of the Chief Planning, Monitoring and Evaluation are: to prepare all programme documentation with a strong emphasis on results, in collaboration with programme sections and concerned UN agencies; Provides guidance on country programme planning processes, including annual work planning and joint planning with other UN agencies; Oversees and provides guidance on HACT (Harmonized Approach to Cash Transfers) and Parternship Cooperation Agreements (PCAs); Ensures availability of robust monitoring tools and systems that feeds up to date data for planning and reporting of programme sections; Drafts changes to or prepares programme work plans and programme recommendations; Reviews and evaluates technical, institutional and financial feasibility and constrains of programme in collaboration with stakeholders; Prepares relevant reports as required with attention to quality and results-orientation and use of evidence; Brings coherence, synergy and added value to the programming planning and design processes, using a rights-based, equity and results-based management approach; Prepares and submits viable recommendations on programme implementation, alternative approaches, and the optimal utilization of resources, as well as recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives. Provides guidance on relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence of UNICEF supported Programmes.
How can you make a difference?
Summary of key functions/accountabilities:
 Prepares all programme documentation, in collaboration with programme sections and concerned UN agencies. Provides guidance on country programme planning processes, including annual work planning with a strong emphasis on results. Drafts changes to or prepares programme work plans and programme recommendations. Reviews and evaluates technical, institutional and financial feasibility and constrains of programme in collaboration with stakeholders. Prepares relevant reports as required with attention to quality and results-orientation and use of evidence. Brings coherence, synergy and added value to the programming planning and design processes, using a rights-based, equity and results-based management. Prepares and submits viable recommendations on project implementation, alternative approaches, and the optimal utilization of resources, as well as recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives
Provides guidance and supervision for setting up a monitoring and reporting mechanism for programme implementation. Provides technical support to ensure that a set of programme performance indicators is identified and adjusted as necessary, with inputs of all concerned partners to assess progress towards expected results. Coordinates with partners to ensure that monitoring and evaluation systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into the programme performance monitoring, with special attention to humanitarian response and community development. Drawing on monitoring and evaluation of key programme performance and management indicators, provides professional input to management reports, including relevant sections of the annual reports. Promotes the awareness and understanding of the shared responsibility of monitoring function among all staff members through communication, training, learning and development activities organization-wide. In close collaboration with partners, ensures that monitoring capacity building strategy for UNICEF / UN staff national partners and institutions exists in the context of IMEP, or UNDAF .
Monitors the overall allocation and disbursement of programme funds, making use that funds are properly coordinated, monitored and liquidated. Takes appropriate action to optimize use of programme funds, and ensure programme efficiency and delivery through a rigorous and transparent approach to programme planning and monitoring, with a special emphasis to the monitoring of Harmonized Approach to Cash Transfer (HACT)
Ensure that a well-prioritised and strategic selection of evaluations at programme or Country Office strategy level is managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are effectively disseminated to the intended audiences.     Provide technical advice and guidance programme managers and staff to ensure that Evaluation design and management meet quality standards as outlined in UNICEF Programme Policies and Procedures and related stand-alone Evaluation Technical Notes, ensuring that UNICEF’s most recent policies, including especially those on gender inequality, highlighted.
Coordinate and ensure effective dissemination of findings, including especially those on interventions that reduce gender inequalities, conclusions, recommendations and lessons learned from evaluation to the intended audience as described in the Terms of Reference with a view to improving programme design, policy, strategy and performance and contributing to wider learning.   Specifically, ensure that evaluation results are fed into key UNICEF programme planning gender mainstreaming processes including the Annual Reviews and the Mid-Term Reviews, and formulation of the Country Programme Document, related Strategy Notes and the Annual Work Plans.  Coordinate and ensure that participatory feedback, including to community and civil society stakeholders, is provided.
Coordinate and advice to offices to ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and are monitored for follow-up implementation.  Most specifically, ensure that evaluation recommendations are submitted to the Country Management Team and follow-up actions recorded in CMT minutes. Ensure that electronic copies of all evaluations are submitted to NYHQ via the Evaluation Data Base web portal.
Contributes to UNICEF’s participation in the CCA/UNDAF process in close collaboration with UN agencies, ensuring adequate input on the improvement of the well-being of children and women. Contributes to the development of joint programmes during the planning and monitoring phases. Contributes to activities of the UN Integrated Group on Monitoring and Evaluation and provides assistance in their using up-to-date information from Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports
Identifies training needs for the purpose of Planning, Monitoring and Evaluation capacity building and sustainability of programme. Assists government authorities to plan and organize training programmes
Undertakes field visits to monitor and evaluate programme implementation, as well as conduct periodic programme reviews with government counterparts and other partners. Identifies problems or alternative courses of action to accelerate/improve programme delivery
In humanitarian response situations, provide technical support for a rapid assessment (inter-agency or independently if necessary) to be carried out within the first 48-72 hours. Help provide adequate strategic information to determine programmatic needs in health and nutrition, education, child protection, water supply and sanitation, HIV/AIDS and other salient child rights issues as well as factors affecting the organization’s capacity to function in the field.   Provide technical support to ensure that the CO has information necessary for UNICEF to effectively report on and advocate for children’s rights through the appropriate channels .
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in Social Sciences, Demography, Statistics, development planning or other related field.
Eight years progressively responsible professional work experience at the national and international levels in social development, management, monitoring and evaluation.
Fluency in English and Working knowledge of French is required.
