Context / Justification
With less than 20% population having access to improved water sources and evidences of fecal contamination in drinking water chain, water safety is a big problem in Burkina Faso. Water safety is highlighted as a critical criterion in the SDGs and it has been included by UNICEF as a result area in the CPD 2018-2020 and multi-country grants. Thus, UNICEF Burkina Faso plans to support the government in the piloting and adoption of national water safety frameworks and community level water safety plans along with the promotion of household water security and the resilience of water supply systems using risk assessments and management methodologies.
We are looking for an international consultant with skills and experience on Water Safety Plan.
Objectives
The consultant will be responsible for three key outputs:
Output 1: Support and conduct two-day national workshop on water safety framework and community level water safety plans.
Output 2: Plan and conduct a face-to- face in-depth national training of trainers (ToT) on community WSPs in Burkina Faso.
Output 3. Develop contextual technical documents/ training materials and guidelines for the pilots and for longer term introduction, implementation and evaluation of Water Safety Plans for Burkina Faso.
Duties and Responsibilities
Under the supervision of the section chief and in close collaboration with the section focal point, the consultant will be responsible for the following:
Output 1: Support and conduct two-day national workshop on water safety frameworks and community level water safety plans
Development of workshop agenda and reference materials for 2-Day workshop for stakeholders/ National committee on WSP
Focus will be on introducing the WSP framework in depth and the practical implementation/introduction of WSPs in small communities
Develop Water Safety roadmap for the country
Output 2: Plan and conduct a face-to- face in-depth national training of trainers (ToT) on community WSPs in Burkina Faso.
Conduct a Five-day WSP ToT for creating a pool of human resources to pilot the programming approach in the country.
Focus will be on introducing the WSP tools in depth and the practical implementation/introduction of WSPs in small communities
Training content should cover WSP ‘triggering’ and follow-up on the ground, and results measurement methods.
Results in fine-tuning methodology and adapted tools for community WSP.
Output 3: Development of technical documents:
Implementation guidance/manual with simplified WSP tools for Burkina Faso based on the exercises done during the training and workshop (including follow up consultations if needed).

Finalize all documents; training packages and manual including the country WSP framework if needed based on the results from the workshop and training Guidance/manual with simplified WSP tools for Burkina Faso
Expected Deliverables

The Deliverables for the period starting on the1st Sep 2019 (total of 45 working days) will include the following:
A Report summarizing the findings and discussions held in the national workshop.
A community WSP framework for the country (based on the workshop and training) and follow up consultations.
A Report on the ToT.
A community WSP implementation Guideline.
Complete training package for community WSP.

To qualify as an advocate for every child you will have…
An advance degree in water and sanitation field, public health or related field
At least 10 years of experience in water, sanitation or hygiene promotion programme in several countries at local, national and regional level;
Have developed or participated in the development of reference materials about water safety plan/drinking water quality: operational guidance, national plan, strategy;
Have worked in several countries providing technical assistance to government and partners on WASH programming;
Prior experience on international capacity building, knowledge management events in sanitation is an advantage;
Fluent in English and French.
Experience in West/Central Africa desired.
Knowledge and experience on climate resilient WASH is an asset.
Fluency in French is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Conditions of Work
UNICEF will support the consultant in carrying out the duties outlined above, including but not limited to all background documents on the programme.
The consultant will have to send to UNICEF his/her certificates (BSAFE) prior to the date which he/she shall commence travel.
After the contract is initiated, the consultant may, within reason and with the prior written approval of UNICEF, adjust line items within the proposed and approved budget, so long as doing so does not increase the total cost of contract.
UNICEF will pay contract fees only upon satisfaction of services provided.
