Cameroon has been experiencing multiple humanitarian crisis in the last 4 years, including the Lake Chad Basin crisis in the Far North, the CAR refugees crisis in the East and most recently the crisis in the South West and North Western regions.

The South-West and North-West crisis started at the end of 2016. Despite attempts at dialogue, protests from Anglophone labor organizations progressively turned into a political crisis with the central Government. This crisis took a new turn in 2017 when Anglophone leaders called for federalism or secession and secessionist armed groups have emerged. From this moment on, the political crisis morphed into an armed conflict between the secessionist groups and the Government of Cameroon.

The humanitarian country team in Cameroon launched an emergency response plan in May 2018. As a result of the armed violence in the South-West and North-West regions, 444,000 people remain internally displaced as of December 2018. As part of its emergency response in the WASH Cluster, UNICEF is recruiting Emergency WASH Specialist.

How can you make a difference?

Under the supervision of Chief Field Office, and in close collaboration with the WASH Section at the Country Office, the Emergency WASH Specialist will have primary responsibility for ensuring the implementation and monitoring of the emergency WASH response in the South West and North West regions.

The Emergency WASH Specialist will support the planning, development, implementation and monitoring of the emergency WASH program related to the crisis in the South West and North West regions.

Based on the UNICEF’s Strategic Plan, the Core Commitments for Children (CCCs) in emergencies and the Minimum Standards for WASH in Humanitarian Action, the Emergency WASH Specialist will carry out the following functions:

1. Strategic advice and program management:

Lead and provide technical support to conduct WASH assessments in the South West and North West regions;

Identify key emerging issues and needs;

Propose strategic and operational guidance to the Field Operations and WASH Sections to enhance UNICEF emergency response in the South West and North West regions;

Monitor the WASH response, keep track of key indicators (e.g. Humanitarian Performance Monitoring – HPM indicators) and provide timely and accurate information to the Field Operations and WASH (including the Information Management Officer) Departments;

Actively contribute to the writing of WASH funding proposals

2. Partnership:

Ensure that Partnership Cooperation Agreements (PCAs and SSFAs) are developed, reviewed, finalized and followed up (including budget and expenditure monitoring);

Provide technical support to UNICEF implementing partners and NGOs in developing and implementing the WASH emergency response;

Monitor PCA implementation and reporting in accordance to objectives and deliverables set out in the PCAs;

Provide technical assistance to NGOs and Community Based Organizations (CBOs) in the implementation of their activities;

3. Coordination (internal and external coordination):

Participate in UNICEF technical coordination meetings at the centralized (Yaoundé, when applicable) and decentralized levels (South West and North West regions, when applicable);

Ensure that key information (e.g. strategic and emerging issues, needs) is shared on a timely and concise manners with the Field Operations and WASH Sections, as well as with all other relevant departments (e.g. Protection department);

Participate and represent UNICEF in the decentralized coordination WASH fora if applicable (e.g. governmental fora, WASH working group meetings, OCHA meetings);

Participate in the regional (South West and North West) WASH Cluster activities/meetings to ensure that WASH interventions are prioritized in the overall emergency response in accordance with agreed minimum standards;

In accordance with humanitarian principles and UNICEF’s mandate, ensure that UNICEF WASH programs and positions are well known by all the stakeholders in the South West and North West regions.

4. Field support (capacity building, support implementation of strategies, reporting)

Identify core WASH advocacy concerns and share them with the Field Operations and WASH Departments;

Provide weekly, fourthly and monthly situation reports on the humanitarian response activities in the South-West and North-West regions.

5. Other duties and responsibilities

Carry out other relevant duties that may be assigned by the Field Operations Department generally and in response to unforeseen emergencies;

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

A minimum of five (5) years of progressive responsible humanitarian work experience in WASH-related programmes with UN and/or NGO.

Work experience in the North West and South West regions in Cameroon will be an added advantage.

Developing country work experience and/or familiarity with emergency is considered an asset.

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset, especially French.

Other expected skills and knowledge are:

Proven skills and experience in undertaking emergency WASH assessments and designing/writing quality technical proposals

Proven experience in program development, project cycle management and monitoring and evaluation related to WASH

Excellent communication skills and demonstrated experience of liaising with a broad range of stakeholders, including UN agencies and INGOs, national authorities, national/local partner agencies and emergency affected communities

Capacity and willingness to be extremely flexible; ability to work under pressure; cope with stressful situation and insecure working circumstances.

Commitment to and skills in capacity building and training of staff partners and other WASH stakeholders

Culturally sensitive with qualities of patience, tact and diplomacy

Creativity and ability to work with limited resources
