Purpose:
To provide technical support services to the URBAN WASH Pillar of the WASH Section in implementing the ONE WASH Plus in8 intervention towns in Amhara, Oromia Somalia and Tigray Regions as well as the inception phases of the Durable WASH Solution programme to be implemented in three towns of Oromia.
How can you make a difference?
The specific tasks of the Urban WASH Specialist during the period of the assignment will be, but not limited to the following key areas:
 The programme implementation has reached at the level of completion with regards to works in most of the 8 ONEWASH Plus towns and has achieved important milestones already while major construction works including sanitation infrastructure (landfill site and faecal sludge drying beds) remain to be completed in few towns by mid-2019. The liquid (faecal sludge) and sold waste management systems of the towns is designed and constructed based on improved standards and according to the principle of “Reduce – Reuse –Recycle”. To ensure proper management of these facilities by the asset holders and operators (Town Water Utilities, Municipalities and Public-Private Operators (PPOs), a capacity building programme is designed by engaging an institutional contract to assess the existing operations of the sanitary landfill sites, faecal sludge management units and composting units constructed by the ONEWASH Plus programme in the 8 small and medium towns.
The consulting firm had already prepared and submitted (i) site-specific practical operation and management manuals and (ii) provided practical training to the municipalities, water utilities and PPOs involved in each town to ensure sustainable and safely managed sanitation services. The training are already completed in (a) Adishihu, (b) Kebridehar, (c) Welenchiti and (d) Wukro whereas training is yet to be given in (i) Abomsa, (b) Jigjiga, (c) Maksegnit and (d) Sheno towns.  In addition, the consulting firm is to document the approach and lessons learnt from the programme. In this regard, the Urban WASH Specialist will closely support and follow up on the roll out of the consultancy assignment in the four remaining towns and the completion of final task pertaining to documenting the approach and the lessons learnt.
Working closely with the Urban WASH Manager (P4) and the Urban WASH Specialist (NOC), s/he will provide extensive support for the achievement of programme results of the “Durable WASH Solutions programme” to be implemented in three small-medium towns and adjacent satellite villages focusing mainly on follow up and technical support of the inception phase including but not limited to the following major activities:
sites selection, development of different TORs for consultancy services, advertisement, evaluation and recruitment processes for the various consulting firms, baseline surveys, ground water potential mapping, feasibility studies, technical designs, review processes including regional meetings,
approval process of the feasibility studies and technical designs as well as
preparation of tender documents.
The Urban WASH Specialist will also provide broad support to the Urban WASH team in following up the BCC campaigns in the eight ONEWASH Plus and in the three Durable WASH programme towns.
In addition, s/he will closely support the processing of payments to implementing partners, review documents and provide analytical work as per the direction of the Urban WASH Manager.
S/he will undertake any other activities assigned by the Section.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher)  MSC in Civil Engineering, Hydraulic Engineering, Public Health  Engineering, Sanitary Engineering, Environmental Health Engineering, or other relevant degrees.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of Five (5) Years of relevant professional experience
Developing country work experience and/or familiarity with an emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local
language is an asset
Local languages (Amharic, Oromiffa, Somali and Tigrigna) are considered an asset
Experience working on international, multilateral, donor-funded WASH Programs
Effective communication skills and flexibility working with various government stakeholders,
Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook.
