Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
Purpose of post
The purpose of the post is to strengthen UNICEF WASH programme, Sudan Country Office in the area of WASH in Institutions (Schools and Health Centres), partnerships management, donor visibility and knowledge management. Appropriate and timely planning of WASH in school programme, monitoring and technical support for efficient and effective partnership, and high-quality documentation of lessons learned from past initiatives will be done by the post holder. Support for emergency programming is done as needs arise.
MAIN DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Chief of WASH, the WASH Officer provides technical, operational and management assistance throughout the WASH programming process, especially on WASH in Institutions, partnerships management, donor visibility and knowledge management. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the above components under the three WASH output result areas – 2.1 Enabling Environment; 2.2 Basic Water and 2.3 Basic Sanitation of the country programme 2018-2021.
Programme Planning and Knowledge management
Conduct field assessments and monitoring visits for WASH related interventions and draft reports to document lessons learned; contribute to knowledge management for WASH section, ensuring accuracy, timeliness and relevance of information.
Provide inputs for WASH in the situation analysis, to inform the development of WASH-related outcome and output results.
Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results in the country programme.
Prepare required documentations/materials to facilitate review and approval processes.
Programme management, monitoring and delivery of results
Coordinate the development and finalization of Programme Cooperation Agreement (PCA) and Programme Documents (PD) for WASH section in close collaboration with the respective field offices. Ensure timely transfer of funds and implementation, conduct monitoring visits as needed.
Maintain an up-to-date database of ongoing PCAs to regularly track the performance of the PCA, status of interventions including HACT assurance activities and PCA validity. Organize meetings with NGO implementing partners on a regular basis to review implementation, share updates on UNICEF latest thinking and to address any emerging bottlenecks.
Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
Contribute to sectoral progress reports, SITREPs for management, donors and partners.
Technical and operational support for WASH in Institutions programme implementation
Plan and implement WASH in school activities at federal level, including completion of the ongoing national WASH in school assessment, development of WASH in school national strategy, and
Support the roll-out of MHM services and ease of access to the physically challenged, initially in the schools selected for UNICEF interventions
Engage school children as Agents of Change in their communities by engaging them in initiatives (such as water quality surveillance, sanitation promotion) through the school health clubs.
Ensure mapping of all WASH in School interventions carried out by UNICEF including its inclusion in WASH Information
Management System
Work with the Ministry of Health towards establishing WASH gaps, focusing on Primary Health centres
Ensure mapping of all WASH in Health centres interventions carried out by UNICEF including its inclusion in WASH Information
Management System
Ensure the “WASH in Institutions” component is included in all CLTS intervening communities
Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
Humanitarian WASH preparedness and response
Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
Draft proposals and reports for humanitarian funds (CERF, OFDA, SHF) as needed.
Take up support roles in an emergency response and early recovery, as and when the need arises.
Innovation and capacity building
Assist in the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
Assist in creating and delivering learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments.
Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.
Support to assessments, studies, donor visibility and reporting
Assist in the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
Contribute to the conduct of needed assessments/studies
Contribute to the preparation of donor reports including collation of inputs from the field
In collaboration with Media/External relations, systematically collate visibility materials (photos, video documentaries, Human Interest stories, social media posts, etc.)
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.
A minimum of two years of relevant professional experience in in WASH-related programmes for developing countries is required.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of Arabic language is an asset.
