UNICEF Mali is active in the conflict-affected areas by implementing activities as part of the humanitarian response but UNICEF is also the lead the WASH Cluster. In his mission, UNICEF needs a National WASH Cluster Coordinator to support the humanitarian response in defining, developing, coordinating, implementing and monitoring partner activities in the northern and central regions affected by the social and political crisis since 2012.
Objective
On behalf of UNICEF (as the lead agency for the IASC Water, Sanitation and Hygiene cluster), and in collaboration with the local government Authorities and with implementing partners, the main purpose of the WASH Cluster Coordination post is to facilitate the processes that will ensure a well-coordinated, coherent, strategic, and effective WASH response to the combined emergency crisis by a mobilized and adequately resourced group of agencies, organizations, NGOs, local communities, and other groups as necessary

Results & Deliverables
Ensure inclusion of key WASH humanitarian partners;
Ensure establishment and maintenance of appropriate humanitarian coordination mechanisms;
Ensure coordination with national/local authorities, State institutions, local civil society and other relevant actors;
Ensure utilization of participatory and community based approaches in WASH related assessments, analysis, planning, monitoring and response;
Ensure integration of agreed priority cross-cutting issues in WASH assessments, analysis, planning, monitoring and response (e.g. age, diversity, environment, gender, HIV/AIDS and human rights);
Ensure needs assessment and analysis;
Ensure adequate WASH related contingency planning and preparedness for potential significant changes in the nature of the emergency;
Ensure planning and strategy development (HRP and HNO);
Ensure application of standards;
Ensure adequate monitoring and reporting;
Ensure advocacy and resource mobilization;
Promote and support training and capacity building;
Provide assistance or services as a last resort;
Effectively use and transfer information to, from and between cluster participants and other stakeholders;
Interact with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners;
Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms.
Monitor performance of the core cluster functions.
To qualify as an advocate for every child you will have…
An advanced university degree in subjects/ areas of WASH e.g Health Promotion or Education, Engineering, Environmental Health or related fields is required .
*A first-level university degree with a total of (7) seven years of relevant experience may be accepted in lieu of an advanced degree.*
A minimum of (5) five years of experience working with government agencies, local authorities, international organizations, NGOs and communities in the field of water, sanitation and participatory approaches in health and hygiene promotion is required.
A minimum of (2) two years of experience as Cluster Coordinator and in leading Humanitarian Needs Overview and Humanitarian Response Plan processes is required.
Experience in integrated WASH resilience and Food security / Nutrition approaches is required.
Experience in Sahel region is required.
Experience in preparedness & emergency response and programme coordination is an asset
Knowledge of humanitarian reform principles, international humanitarian law, inter-connectedness and reform pillars & reform updates is an asset.
Knowledge of the Cluster approach guidelines and terms of Reference (and knowledge of how to apply them) is an asset.
Ability to mitigate and mediate conflict and disagreements among cluster partners. Competencies of Successful Candidate.
Fluency in French and English is required.
Duration & conditions
The duration of the contract is 6 months and the WASH coordinator will be based in Bamako, Mali
