In collaboration with the Ministries of Health (MOHs) in Somaliland and the Federal Government of Somalia, UNICEF is supporting health system strengthening (HSS) in the areas of policy, strategy, forecasting, procurement, warehouse management, transport, delivery, supply chain strengthening as well as innovative approach to improving data visibility throughout the supply chain. These efforts include the establishment of commodity security programme (CSP) technical working groups (TWGs) in Somaliland, Puntland and the Federal Government of Somalia. One weakness identified by the TWGs is the management of health and nutrition supplies in Somalia.
Therefore, as part of its health system strengthening efforts, UNICEF is seeking an experienced individual health supply consultant to train at least 40 members of the Forecasting and Quantification Committees of the Somali CSP TWGs in Pharmaceutical Supply Management. The specific objective of this consultancy is to support, guide and mentor the Ministries of Health to quantify and forecast their essential medicines, health and nutrition commodities for 2021.
How can you make a difference?
Under the supervision of the Health Manager (P4), the Health Logistics Specialist will be responsible for:
Conducting a desk review of the newly developed Essential Medicines List and accompanying Logistic Management Information (paper-based) tools
Developing a quantification and forecasting manual/guideline for MoHs teams, using existing materials
Development and preparation of two 5-day training schedules for up to 40 participants (two trainings @ 20 participants each)
Facilitate training of Somali CSP TWG members to quantify and forecast health and nutrition commodities in June;
Submit a consolidated post training report
Support the Somaliland and Federal MOHs (6) with developing their 2021 health and nutrition commodities quantifications and forecasting reports
Support the consultative validation of these reports and the technical roadmap for monitoring of distribution.
Undertake field visits as required
Any other duty that might be assigned in the framework of the forecasting exercise
Methodology and technical approach
The consultant is expected to conduct a desk review to inform the preparation of standardized training materials for two 5-day trainings with CSP TWG members (June). This participatory training exercise will be followed by hands-on technical support to the Somaliland and Federal Government Ministries of Health to prepare quantification and forecasting of essential medicines, health and nutrition commodities required for 2021.

Supervisor/overall responsibility
In close collaboration with the Ministries of Health of Somaliland and the Federal Government of Somalia, the consultant will report to the Health Manager, under the oversight of the Chief of Health as well as the Chief of Supplies.
Expected background, Experience and competencies, qualifications and specialized knowledge
An advanced university degree from a recognized academic institution in one or more of the following areas is preferred: Pharmaceutical Studies, Supply Chain Management, Business Administration, or other areas directly related to supply & logistics operations.
Minimum 5 years of progressively responsible professional work experience at the national and or international levels in logistics and supply management (in UNICEF, WHO or a similar international organization). Demonstrated experience with health commodity forecasting and planning as well as training is required. The consultant should have previous relevant experience in working on projects in low income countries and fragile states.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in spoken and written English is essential. Knowledge of Somali language is an asset.
Ability to build, motivate and lead a team
Knowledge and understanding of the United Nations system and capacity to promote consensus and establish positive working relationship with counterparts.
Integrity, tact, discretion and demonstrated sensitivity to cultural differences, awareness of cultural and social factors.
Willingness to work and travel in Somalia
General Conditions: Procedures and Logistics
The consultation will be for a three-month period inclusive (63 working days), paid on deliverables and fees are prorated accordingly. Consultants are not paid for weekends, public holidays or overtime. The consultant will be expected to commit to undertake the assignment on the agreed dates.
This is a task-based assignment and the consultant shall be expected to confirm availability within the agreed time frame. It is expected that the consultant will be spending 75% of the consultation in Somalia for regional meetings, consultation and trainings.
Consultants are expected to provide a detailed plan of action at the onset of the assignment.
Prior to the assignment, the consultant will have completed, or as part of the assignment will complete the United Nations Department for Safety and Security (UNDSS) Safe and Secured Approaches in Field Environment (SSAFE) training course as well as on line security and safeguard trainings. The cost of those trainings will be covered by UNICEF.
The consultant will be using UNICEF offices and premises and related costs of travel and accommodation outside Nairobi will be covered by UNICEF. Air travel at UNICEF Somalia are in economy class only.
UNICEF will buy air tickets for the consultant.  In exceptional cases, the consultant may be authorized to buy travel tickets and shall be reimbursed at the most economical and direct route, but this must be pre-authorized.
No contract may commence unless the contract is signed by both UNICEF and the consultant. No contract will be signed unless it includes the names of all members of the assigned team (individual consultants and supervisor).
A signed contract copy or written agreement must be received by the office before Travel Authorization is issued. No consultant may travel without a signed travel authorization prior to the commencement of the journey.
The consultant will use his/her own working tools (laptop, telephone).

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
