UNICEF Tunisia Office is a medium size office with one Finance Officer and one Administrative Assistant. To ensure Segregation of Duties, the position is very important as its technically support and assist the Finance Office with certain roles to be segregated due to their specificities, and oversees the management of all administrative services.
Summary of key functions/accountabilities:
Under the general supervision of the Finance Officer, assist the area of the accounting control, recording, reporting of assets, liabilities and income. Monitors the appropriate documentation for all disbursements of funds and payments in accordance with the rules and regulations.
 1. Administration:
      1. Operations of delivery of administrative support services are timely and effectively provided.
      2. Manage the properties of administrative supplies, office equipment, vehicles and other properties is effectively performed.
      3. Supervise the admin assistant to ensure that all administrative transactions and arrangements of contracts satisfy the requirements as stipulated and are in compliance with the applicable policies, procedures, rules and regulations.
      4. Ensure that all admin staff capacity is enhanced through active staff learning/development programs in the area of administrative support and services.
      5. Effective working relations are maintained with other agencies, local authorities and implementing partners.
      6. Any other assigned administrative support responsibilities and services are effectively carried out and delivered. In addition to the backup of the Admin assistant.
 2. Finance:
Assist on all aspects related to preparation of reports, compilation of data and answering queries on pledges recorded, funds received, adjustments made to ensure financial compliance, accuracy and completeness of data for its inclusion into statement of accounts and adjustment of budgets. Advise units of discrepancies and assist to resolve differences in their records.
Selects and enters data from a wide variety of documents, verifying and ensuring accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data.
Close year-end account and assist in the preparation of year-end reports related to accounts receivable, accounts payable, prepayment, deposits, NEP and leave balances, etc.
Initiates correspondence to verify data, answers queries and obtains additional information on accounts and financial transactions, as required
Prepares detailed cost estimates, and participates in budget analysis and projects, as required.
3. Supply:
Obtains quotations, issues invitation to bids to approved and listed suppliers; arranges and participates in bid openings, compiles price tabulations with price ratings and recommendations for order placement
Assist in maintaining proper supply control files and updating tables with required data.
Ensure that all the LTAs are finalized and amended on regular basis.
Performs other duties, as required.
Impact of result:
The efficiency and efficacy of the Sr. Admin & Finance Associate directly impacts on the optimum, appropriate and effective use of resources and efficient  financial recording, accounting and reporting, which in turn facilitates management oversight, decision making and quality control.
Provides accurate administrative services information, interpretation and application at the country level, based on the technical knowledge of UNICEF’s administrative policy, procedures, rules and regulations
To qualify as an advocate for every child you will have…
Completion of Secondary School, University level courses in administration, finance, or any other related field of discipline relevant to the job is an asset.
7 years of relevant professional work experience with both national and International work experience in office management, administration, finance, accounting or any other relevant function.
Fluency in Arabic, French and working English are required
