Under the general supervision of Chief Field Office and the guidance of the Chief of Operations based in Yaoundé, the incumbent performs a broad range of administrative functions, maintains Office Financial Accounts and controls integrated Administrative/Finance Budget. The Senior Operations Associate also supports the smooth running of the human resources and ICT activities. Perform other duties as required by Buea Field Office.
How can you make a difference?
Administration
Assist the Chief Field Office in negotiation of lease of office premises, maintenance contracts for office premises, vehicles, equipment, and service contracts for travel, security, reception and other ancillary services. Responsible for overseeing the daily maintenance and cleanliness of office premises, equipment and fixtures;
Responsible for the organization of office administrative support services. Ensures MOSS requirements in the office and MORSS in the residences of international staff members are fully met the prescribed norms. Provide support to International staff in the Duty Station (accommodation, opening bank accounts and security related matters). Provides oversight and supervise administrative and logistic support for events/workshops/seminars/meetings. Reviews, records and rectify leave information of staff members in VISION;
Organize, facilitate and follow up the travels of Staff of the Field Office. Extract, input, maintain and verify correctness of travel records in the organization’s travel system to ensure accurate transactions related to travel costs and staff travel; Advice and ensure that staff in the Field Office know travel arrangements and entitlements based on the organization’s rules and policies;
Record and maintain the inventory of the office assets such as, material, fixtures and furniture’s, equipment including computer equipment;
Prepares correspondence for the supervisor’s signature as required; drafts emails, memoranda and reports via oral instructions, previous correspondence or other available information sources, in accordance with standard office procedures, and classifies and codes material relating to a number of subject matter areas, and maintains general office files both electronically and hard copies;
Liaises with relevant travel focal points to ensure that the organization obtains the best service and price for all travel;
Organize, facilitate and follow up the travels of Staff of the Field Office. Extracts, inputs, maintains and verifies correctness of travel records in the organization’s travel system to ensure accurate transactions related to travel costs and staff travel. Prepares budgets on travel costs and maintain travel budgetary control records.
Supply and Logistics
Support sourcing process, drafting of tender documents, requests for expression of interest to identify potential suppliers; Request for quotation, invitation to bid, and request for proposal and coordinates meeting of the tender committee by arranging for suitable dates and rooms and by preparing and distributing files containing the cases to be presented;
Support the monitoring of contracts/LTAs, POs for payment and closure. Review quality of goods and services through inspection reports finding, evaluation reports, end user monitoring reports and collate feedback requiring action;
Support all the logistics activities including capacity building of partner;
Manage reports of supply/Logistics activities in the region.
Finance
Advice and assist on all aspects related to preparation of reports, compilation of data and answering queries on pledges recorded, funds received, adjustments made. Responsible for collecting invoices and send to the main office;
Review financial transaction and supporting documentation for accuracy, completeness and compliance; Review and approve or reject transaction based on satisfaction with quality and compliance; Review DSA calculation upon the Travel authorizations;
Post data to final system of record with supporting documentation upon review and approval;
Analyze open items related to receivable prepayments advances and PAR accounts;
Manage all the aspects of the Petty Cash (PC) and the Cash on Hand (COHA) from the replenishment, the disbursement through the recording of the transactions using the appropriate up coding up the submission of the relevant reports;
Follow up the budget implementation and able to prepare consumption reports. Monitor and advise budget owners on financial status of projects and potential over-expenditures and recommend possibilities for reallocation to ensure the optimum use available funds;
Collects and compiles Operations management indicators for Operations meeting review.
Human Resources
Provides administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in his/her office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations;
Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the relevant units in the Main office, GSSC or Headquarters;
Maintain HR Excel leave data and report, attendance/absences records in collaboration with HR main office. Facilitate work relationship with local clinics/hospitals for staff health care.
ICT
Provide first line helpdesk support to end users;
Assist in the maintenance of systems and equipment by carrying out routine tasks, such as backing up data, monitoring network and systems and reporting any problems;
Assist in the deployment/dissemination of standard material, such as, computer hardware and/or software, and applications. n
To qualify as an advocate for every child you will have…
Completion of Secondary School Education supplemented by course in Accounting and Finance/Office Administration/ Computer Science, Information Systems, Telecommunications, Engineering.
Minimum seven years of progressively responsible related experience of which at least two years related to Finance/ Accounting/ Office Administration. Knowledge of existing computer software applications such as SAP, electronic mail (e.g. Outlook) etc.
Fluency in English, working knowledge of French, and knowledge of the local language of the duty station is an asset.
