I. Purpose of the job: The Research Officer (Formative Social Science Researcher ) reports to the Formative Social Sciences Research Manager- Ebola (Level 4) for guidance and general supervision. The Officer works with research team to compile data from various external sources and analyze research team data.
The aim of the formative research team is to work closely with existing programmes and the Ebola response through the commissions to conduct research which will result in clearly identified opportunities for improving quality and accountability of the response.
The research team will work together with the UNICEF programme teams to adapt programmes to the results and recommendations. They will work closely with WHO epidemiologists and anthropologists as well as internal C4D anthropologists and KAP study teams to both contribute to data analysis to guide and drive new analysis as well as use existing data to influence the research agenda and programmes.
II. Key Functions, accountabilities and related duties/tasks
Summary of key functions/accountabilities:
Development of key research themes and questions linked to epidemiological situation, context and existing anthropological work
Develop key tools for mixed method data collection
Analyse data and identify appropriate programme-specific recommendations and action points
Coordinate with, and ensure information sharing and bi-directional influencing with UNICEF programme teams
Develop training materials for field teams specifically related to recommendations for improved programming (or work with specialists who are able to develop the trainings)
Report writing and documentation, knowledge management, capitalization and capacity building
Main Tasks:
Development of key research themes and questions linked to epidemiological situation, context and existing anthropological work
Identify inputs for the situation analysis from various sources. Provide timely, comprehensive and current data to inform Formative Research agenda, looking at epidemiological data as well as existing (and current) context, gender studies and reports
Participate in sub-coordination meetings on a regular basis and attend specific technical commissions to identify gaps in response knowledge or approach which can be assessed deeper
Coordinate with key actors from the Ministry of Health, NGOs and UN to share existing and current data and reports
Work with colleagues and partners to discuss strategies and methodologies for the formative research agenda
Contribute to data analysis and recommendations
2. Propose, develop and implement / test key tools for mixed method data collection
Develop qualitative and quantitative data collection tools including
Focus Group (FGD) and Key Informant Interview (KII) guides
Questions, surveys
Assessment forms
Data tables
(iterative) protocols for data collection
Work with UNICEF programme teams, commission coordinators and technical commissions as well as UNICEF partners for contribution to tools and validation prior to use
Support the implementation / tests of tools developed and adapt according to feedback
3. Analyse data and identify appropriate programme-specific recommendations and action points
Quantitative and qualitative analysis of data
Specific focus on programme recommendations and feasible time-bound actions which can be recommended for Ebola response programming
Contribute to present preliminary analysis to UNICEF programme teams, to Ministry of Health and OMS as well as commission
4. Coordinate with, and ensure information sharing and bi-directional influencing with UNICEF programme teams
Coordinate with UNICEF programme teams to identify gaps in programmes and questions which should be formative research
Work closely with UNICEF C4D program teams to
Receive guidance and direction for new formative research work based on anthropological and KAP studies as well as regular community feedback collected via communication commissions
Provide specific guidance and direction for greater (socio-)anthropological studies and research
Provide input to UNICEF (and other agency when possible) KAP surveys based on existing context analysis and formative research results
Support UNICEF programmes with research results and recommendations to improve programmes
5. Develop training materials for field teams specifically related to recommendations for improved programming (or work with specialists who are able to develop the trainings)
Based on results and recommendation from formative research, identify capacity building and training for different UNICEF teams and partners based on recommendations
Create and deliver learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments.
When training capacity is not within UNICEF teams; work with other Ebola response actors to conduct training and capacity building exercises.
Work with programme managers to support in various capacity building; ensuring that formative research results influence their capacity building and training workplans (specific to context and field location).
6. Report writing and documentation, knowledge management, capitalization and capacity building
Contribute to report writing and monthly monitoring of the research recommendations within programmes
Contribute to the systematic assessment of UNICEF Ebola response capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiative to strengthen capacities systematically.
Contribute to existing database of tools and reports available for partners and UNICEF teams
Contribute to report writing on key research themes recommendations and output
Develop short and clear research presentation tools
Contribute to active document on the use of formative research within the Ebola response
III. Impact of Results
The Formative Research in Ebola will contribute to an improved informed UNICEF response based on context and community knowledge and understanding, as well as strong research and understanding in short and long term potential impacts of the Ebola response. The research team will contribute to UNICEF’s accountability to affected populations and appropriateness and quality of the overall response.

V. Recruitment Qualifications
Education:
An advanced university degree in one of the following fields is required: public health, epidemiology, anthropology, social sciences, behavior change communication or another relevant technical field.
* A first university degree may be considered in lieu of an advanced degree with two additional years of experience in the area of public health in emergency or research.
Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
Experience:
At least two years of working experience in public health emergencies and research is required.
Experience in humanitarian context is an asset.
Language Requirements:
Fluent in French and good command of English is required. Knowledge of the local language is an asset.
