Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
Purpose of post
The Programme Specialist will work under the overall guidance of the Representative, in close cooperation with the UNICEF Deputy Representatives, Chief of FOE, Chief of SPPME, and Chief of Communications, as well as relevant UNICEF sections and partners.  The purpose of this position is to support senior management in monitoring governance related issues to programme specifically and coordination with state offices and with all other United Nations agencies operating in Sudan.
Specific tasks:
Support the Representative in the review, oversight and support towards the implementation of UNICEF overall programmes, advocacy and outreach.
Support the Representative in ensuring within the office an immediate and effective follow-up of the Internal and External Audit recommendations as well as Grants Management.
Support the Representative in his role of Chair of the Country Management Team (CMT) by:
planning and organizing the monthly CMT meeting;
preparing quality minutes;
and assisting in ensuring timely and quality follow-up of recommendations and action points
Coordinate’s the Representative’s office in all critical aspects of work in close collaboration with the 2 Deputy Representatives  Programme and Operations. Develops, introduces and maintains work flows and tools to streamline the high volume of work of the representative’s office and to enable proactive and strategic identification of priority actions. Prioritize issues for the Representative including planning, coordination and quality assurance.
Keep abreast of the main relevant programme and operations issues facing the Sudan country office, identify internal and external issues that require the Representative’s attention, and assist in formulating options. Ensure appropriate follow-up as directed. Maintain records and track the status of the Representative’s action items.
Support the Representative in ensuring an effective and quality UNICEF engagement at State level by:
Ensuring inputs from State Offices in the monthly CMT and ensure the Representative’s immediate and quality follow-up of any State Office related action;
And regularly analyzing a sample of field monitoring reports for key lessons, cross-cutting implications that can inform senior management decisions related to programming and programme planning and track joint monitoring efforts.
7.     Support the Representative by ensuring and maintaining efficient and smooth liaison with the UN Country and Humanitarian Teams (UNCT & UNHCT), the Resident and Humanitarian Coordinator’s Office and other UN agencies when needed and keep him/her timely informed of issues under his/her responsibility as UNICEF Representative and when acting in charge. Support the Representative in the follow up and actions required for UNICEF lead areas with expected actions and results.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution
A minimum of five years of relevant professional experience including developing country work experience
Background/familiarity with humanitarian/emergency situations, an asset.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English and strong ability to express ideas and concepts in written and oral form clearly and concisely essential
