Background and justificationIn the context of its new country programme 2020-2024, UNICEF in Mali has adopted a lifecycle approach, promoting integrated multisectoral interventions to achieve better results for children by age group (0-5 years, 6-12 years, and 13-18 years).
This approach is of particular interest to technical and financial partners, several funds are being received to support the implementation of the new country program. To date, more than fifteen (15) multisectoral projects are being implemented all over the country and expectation is that more will arrive. The approach will help UNICEF to shift from the management of small projects to more comprehensive ones and to move away progressively from small funds management to larger funding management. This will spear staff time for more strategic actions that could further strengthen UNICEF positioning at country level and additional resource and partnership building and leveraging for better results for children in Mali.Although some multisectoral grants such as thematic funds are not explicitly funded through fresh proposals, rather based on the CPD priorities, other multisectoral grants are the result of a proposal jointly developed with several sections (internal) and/or other agencies (external). When allocated implementation is rather parallel without subsequent coordination with various programme sections involved and without sequencing of activities to allow complementarity, close monitoring of activities and fund utilization, thus enhance results for children and women. Thus, some opportunities are missed and during reporting this poses a problem of articulation of results.Therefore, UNICEF in Mali needs to strengthen its project planning, monitoring, and reporting capacity, including coordination, by hiring a fully dedicated project coordination officer to support the Deputy Representative and chiefs of sections.
ObjectivesTo support the programme sections in the management, including planning, implementation and reporting of results and fund utilization of all multisectoral projects. Scope of Work Under the overall direction and guidance of the Deputy Representative, the Programme Officer (Project Coordinator), P2, TA  is responsible for effective programme and financial management, monitoring and reporting of multisectoral projects.The Project Coordination Officer works in close collaboration with programmes sections, resource mobilization team, budget specialists and reporting specialist in Bamako and field offices, other UN agencies and whenever necessary UNICEF’s implementing partners as required to exchange information and support programme delivery and results for children.
Specific Tasks
Responsibilities and main tasks are as follows:
Project Coordination and Management:• Provide support to the deputy representative in programme budget management for multisectoral grant’s oversight,• Develop, with the participation of sections and field offices, annual work plan for multisectoral project implementation, highlighting prioritized activities and targets,• Communicate progress, bottlenecks and issues arising with the implementation of multisectoral programmes in a timely manner to the management,• Organize regular multisectoral projects coordination meetings, ensure the participation of section colleagues and field offices, and ensure production and monitoring of recommendations,• Participate in interagency projects coordination meetings and ensure advocacy for UNICEF positioning,• Ensure synergies and complementarity with national sectoral strategies, plans and priorities (Education, Nutrition, heath, etc.), Humanitarian Response Plans, donor strategic priorities, as well as the UN Sustainable Development Cooperation Frameworks (UNSDCF),• Ensure the integrity of financial management and, overseeing the administrative, financial, and budgetary aspects of multisectoral activities,• Ensure knowledge sharing with the Resource Mobilization team to inform donors if needed.Monitoring and Evaluation:• In close collaboration with the PME section, monitor programmes/projects in accordance with UNICEF Monitoring and Evaluation Guidelines,• Organize and/or participate in field monitoring visits to monitor the implementation of project interventions and collect relevant data and documents, as necessary,• Coordinate with sectoral sections, and PME to prepare lessons learnt activities and documentation,• Establish an Information Management system through a consultative results framework for each specific grant,• Track progress of project implementation (financial and programmatic progresses),• Support the relevant sections in developing tools for timely release of funds for project activities while fully ensuring accountability and transparency in fund utilization,Programme Reporting and advocacy• In close collaboration with the Reports Specialist ensure multisectoral programme reports are submitted to donors in line with established dates including timely reporting and liquidation of resources,• Draft briefing notes, talking points, speeches, articles, and other contents related to multisectoral projects as necessary and as required, in line with corporate and programme strategy,• Provide/facilitate technical advice to the senior management and relevant sections on multisectoral grants related matters,• Guide the participating sections on the processes and requirements as laid out in the Grant Management and Operational Arrangements agreed with donors,• Establish an advocacy network at country office level and linked to regional initiatives if applicable,• Support the coordination of the substantive preparations for identification of sections needs in terms of areas to be strengthened to ensure effective use of grant implementation and provision of advice in close consultation with the Deputy representative. Expected Deliverables 1) Multisectoral projects are effectively coordinated, with the participation of all sections, field offices and partners involved, to achieve the best results for children in line with the 2020-2024 Country Programme of UNICEF in Mali,2) Annual work plans are developed with the participation of relevant programmes staffs and partners; and targets are clearly defined. DurationThe TA duration is 364 days. Expected background and ExperienceA minimum of 2 years of professional experience in programme management, planning and monitoring or advisory support at national level or/and international level. Qualifications • University Degree in Development studies, Economics, International Development, and Programme / Project Management, Business Administration, Financial Management or other relevant field is required,• Experience working in the coordination of inter-agency initiatives is considered an asset,• Experience in project management positions is considered an asset,• Relevant experience in a UN system agency or organization is considered as an asset,• Young candidates of less than 30 years are particularly encouraged to apply Language skills required: • Fluency in French and English is required Other skills and attributes required:
