UNICEF supports the Government of Mali’s efforts to improve the situation of women and children, focusing on the following a series of programme areas and Key Results for Children within the 2015-2019 Country Programme of Cooperation with the Government of Mali and as part of the UNDAF with the UNCT. The office is developing a new Country Programme for 2020-2024 and the vision for is to support the Government towards ensuring that all children, especially the most vulnerable, enjoy their rights; adolescents and youth are empowered; communities and systems are strengthened and resilient; and humanitarian assistance and development address the structural causes of fragility and vulnerability.

To implement the Country Programme, UNICEF relies on both internal and external financial resources. The Partnerships and Resource Mobilization Unit, under the leadership of the Representative, supports the Country Office in developing and maintaining partnerships with a wide range of stakeholders (bilateral, multilateral and the private sector) to ensure that adequate resources are available to implement the Country Programme and reach results for children.

In the context of the multiple crises faced by Mali in recent years, UNICEF has successfully mobilized significant additional resources. The Country Office is now working on a new Partnership and Resource Mobilization Strategy to support the new Country Programme and address the large, complex humanitarian and development needs in Mali. Specialized support is therefore needed to enable the office to develop and boost implementation of the Partnership and Resource Mobilization efforts with the goal to be visionary, strategic, innovative and for results at scale.

For every child, a champion

The innovative individual Consultant will support the Partnership and Resource Mobilization Unit to develop, implement and boost partnership and resource mobilization efforts to broaden and deepen financial and non-financial partnerships with resource partners, through partnerships development, relationships and contributions management. The key result is that adequate resources are mobilized to implement the UNICEF in Mali new Country Programme and reach expected results for women and children.

How can you make a difference?

Ensure partnership development:

Lead in the development, update and monitoring of the Country Office’s resource mobilization strategy, covering both fundraising and leveraging, and ensuring progress in new areas such as innovative financing, including with the private sector.

Develop systems to monitor the financing levels and resource needs of the country programme against target

Advise senior management and programme sections on partnerships opportunities and risks.

Collaborate with the communications section and programme sections to ensure that adequate material is available to support partnership development.

Advise programme sections on project conceptualization, ensure quality control of concept notes and project proposals (including narratives and budgets) prior to the Representative’s final approval, and gradually build the capacity of programme staff on proposal writing.

In coordination with the programme team, develop a package of strategic and innovative projects proposals for the new Country Programme.

Strengthen partnerships management:

Develop and maintain systems to strengthen institutional memory related to partnerships and ensure timely follow-up to donor interactions.

Ensure that the communications section and programme section are fully aware of donor recognition requirements, facilitate the production of quality donor recognition products as needed, and ensure that these products are regularly shared with donors.

To qualify as an advocate for every child you will have…

An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.

A minimum of eight years of professional experience in developing countries and within humanitarian settings in intentional cooperation.

Proven experience in forging innovative partnership with both the public and private sectors including nontraditional donors and in mobilizing quality funding.

Excellent communication, negotiations, networking skills.

Fluency in French and English is required. Excellent writing skills. Knowledge of another official UN language or local language of the duty station is considered as an asset.
