The Government of Madagascar is committed to reducing by 2027 the number of children by 30% (about 600,000 children) in targeted areas. To this end, Madagascar has received support from the World Bank to finance the project to improve nutritional outcomes using the phased program approach (PARN-APPM), which will be phased gradually in eight regions during next five years. This project will strengthen maternal and child health and nutrition through a life-cycle approach, aligning partner support for better impact at national and regional levels. A complementary project on the introduction of multiple micronutrient supplementation for pregnant women is taking place in the same regions. In connection with these projects, the need for technical support to the government for all activities related to the nutrition of women, infants and young children remains.
The technical assistance offered by UNICEF for the implementation of these projects is provided in collaboration with the staff of the Ministry of Public Health and the National Office of Nutrition and their decentralized structures, health centers, animators and community sites. By coaching aimed at skill transfer, this technical assistance facilitates the capacity strengthening and support of actors at central and decentralized levels of the managerial aspects for a harmonious and coordinated implementation of PARN-APPM and micronutrient supplementation. A particular focus is put on nutrition programming (facility-based and community-based), multisectoral nutrition coordination, nutrition specific and sensitive as well as the effective integration of nutrition into health system strengthening (HSS), including good practices already achieved, in the areas of: (i) planning and coordination, (ii) resource management, and (iii) monitoring and supervision of the performance.
Thus, UNICEF is looking for a Nutrition Specialist with skills in nutrition programming, coordination and monitoring, familiar with multisectoral specific and sensitive nutrition interventions and who understands the integration of nutrition into the existing health system (facility and community-based). The person needs to have implemented nutrition activities at different levels of implementation (from the regional down to the community levels). He/she needs to have experience in coaching health and nutrition officers and the Government counterparts as well as in nutrition programming with a specific focus on maternal, infants and young children feeding practices.

By accompanying, coaching and transferring competencies to UNICEF’ health and nutrition officers deployed in targeted regions as well as national counterparts (Ministry of Public Health and the National Office of Nutrition and their decentralized levels), the Nutrition Specialist P3 will ensure among others, but not exclusively:
• Institutional and technical capacity strengthening of UNICEF’s and Government’s staff involved in the PARN-APPM project on:
 Implementation and operationalization of bottom-up integrated health and nutrition budgeted annual work plan (AWPB);
 Improved multisectoral coordination of nutrition specific and sensitive interventions for enhance coherent programming;
 Efficient management of human resources, equipment and materials, including the implementation and follow-up of recommendations to improve the supply chain of nutrition inputs;
 Appropriate use and exploitation of the integrated health and nutrition information system, modeling of a targeted integrated supervision system and development of an effective monitoring culture of result-based performance.
 Monitoring the performance of UNICEF’s NOB health and nutrition administrators involved in the PARN-APPM project in conjunction with the health section;
• Design, implementation, monitoring and evaluation of the introduction of multiple micronutrients supplementation for pregnant women;
• Development of innovative activities and strengthening of existing ones related to the nutrition of women, infants and young children, including micronutrient supplementation;
• Coordination with other sections of the UNICEF office.
To qualify as an advocate for every child you will have…
          •  An advanced university degree in one of the following fields is required:  nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.
          • A minimum of five years of professional experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care.
          • Demonstrated professional experience in skills transfer, coaching, capacity building of staff such as, but not exclusively, UNICEF’s nutrition officers, health and nutrition officers and/or as well as the Government counterparts in nutrition programming, implementation and monitoring mainly in: (i) specific and sensitive nutrition project / program design, implementation and monitoring, (ii) multisectoral coordination and bottom-up and integrated budgeted planning, (iii) enhanced documentation and management of resources, mainly human and material resources and (iv) appropriate use and exploitation of routine health and nutrition information systems, integrated and targeted supervision and results-based management.
          • Experience in result-based management and nutrition programming including design, implementation, monitoring and evaluation of innovative activities related to the nutrition of women, infants and young children, including micronutrient supplementation
          • Have good teamwork skills in a multicultural environment.
          • Have a good knowledge of common computer software (Word, Excel, Powerpoint, Internet browsing, and various office applications, …).
          • Experience in nutrition programme/project development and management in a UN system agency or organization is an asset.
          • Fluency in French is required and working knowledge of English. Knowledge of another official UN language or local language of the duty station is considered as an asset.
