Purpose: To support the emergency response for South Sudanese refugees and host communities based in Gambella Region. Specifically, the incumbent will support the Regional Health Bureau, UNHCR, local institutions including INGOs to implement quality nutrition programs for refugees and host communities of Gambella region
How can you make a difference?
In support of UNHCR and RHB, the UNICEF nutrition officer major tasks and responsibilities will include but not be limited to:
1. Identification and mobilization of key partners
Identify and mobilize key humanitarian partners for the nutrition sector, respecting their respective mandates and program priorities
Ensure multi-sectoral collaboration in emergency nutrition response
Carry-out capacity mapping of all current and potential implementing partners
2. Support strengthening and maintenance of existing/ appropriate humanitarian coordination mechanisms
Support effective coordination between all UN agencies and nutrition partners to ensure regular information flow and identify and address response gaps as required though mobilizing appropriate partners and resources
Promote the integration of the IASC’s agreed priority cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilization participatory and community-based approaches.  In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed
Support effective links with other sectors, especially Health, Agriculture and WASH
Act as focal point for IYCF-E roll out strategy and IYCF-E sub-working group with partners
3. Planning and strategy development for response
In collaboration with Government stakeholders, ensure response for the following:
Developing/ updating agreed response strategies and action plans and ensuring that these are adequately reflected in the overall response strategies for host community
Support the development of an emergency response strategy for refugee community
Drawing lessons learned from past activities and revising strategies and action plans accordingly
4. Ensure application of standards, guidelines and protocols
Lead in the development and implementation of the IYCF-E strategy and follow up in both refugee and host communities
In collaboration with UNHCR, ensure that nutrition partners are aware of relevant policy guidelines, technical standards and relevant commitments
In collaboration with UNHCR ensure that responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations
Support implementation of micronutrient strategy and initiate implementation in both host and refugee communities in Gambella
5. Monitoring and reporting
Contribute to providing analytical interpretation of the best available information in order to benchmark progress of the emergency response over time.  That is – monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting standards (mentioned in point 4)
Ensure all data is gender disaggregated and reports reflect gender situation and provide response to inequalities if observed.
Ensure regular reporting against defined indicators of service delivery (quantity, quality, coverage, continuity and cost), supports analysis in closing gaps and measuring impact of interventions.
Analyse weekly Health Information System (HIS) reports from implementing partners and provide feedback in collaboration with UNHCR
Support the timely collection and analysis of relevant reports including nutrition survey reports (SENS)
Support partners plan for nutrition assessments; provide technical support in implementation of nutrition related assessments
Regular joint site visits to provide supportive supervision and monitoring to partners
Quarterly joint monitoring
6. Management of supplies
Support stock management of nutrition supplies and the integration of Nutrition Supplies for refugees into the regional nutrition supply management.
7. Training and capacity building of Partners and Government counterparts
Promote and support training of humanitarian personnel and capacity building of humanitarian partners, based on the mapping and understanding of available capacity
Support activities to strengthen the capacity of the regional local authorities and civil society
8. Support UNHCR/UNICEF acting as « Provider of last resort »
Make the necessary recommendation for UNHCR/ UNICEF to act as a provider of last resort when and where the situation is critical and there is no other actor able to respond in a timely manner.
To qualify as an advocate for every child you will have…
University degree in any of the following fields: Public Health, Nursing, Nutrition or a related technical field
A minimum of 2 years of relevant professional experience in  working in emergency contexts preferably UN or NGO experience at programme management level.
Fluency in English and local language is required.
