Background and Purpose
Rwanda is bordering the Democratic Republic of the Congo (DRC) where the most recent outbreak of the Ebola Viral Disease (EVD) was declared on 1 August 2018. Rwanda proximity to the EVD outbreak province of North Kivu in DRC and other neighboring countries where incidences have been reported, increases the risk of cases occurring in the country. Also, the potential risk factors for transmission of EVD include the transport links between the affected areas in neighboring countries and Rwanda, displacement of persons because of a long-term humanitarian crisis, and cross-border commercial activities. Hence, the public health risk has been considered high for Rwanda.
UNICEF and other UN agencies along with Ministry of Health, Rwanda Biomedical Centre (RBC) and other partners are actively engaged in the EVD contingency planning. To be better prepared, the Government of Rwanda has initiated preparedness mechanisms to strengthen in-country actions to minimize the risk of importation/cross border transmission, as well as to ensure effective response in case of emergencies.
Communication for Development (C4D) as a cross sectoral strategy is often at the forefront of emergency response and informs the Risk Communication and Community Engagement (RC&CE) pillar of the national preparedness effort. This is where knowledge, attitudes, practices and social norms play key role in adoption of life-saving and protective behaviours. The current emergency warrants developing robust capacity from government. development partners and communities to prepare for potential disease outbreak; probable response and recovery scenarios.
Given the protracted emergency preparedness mode and potential need for response and recovery efforts, UNICEF Rwanda Country Office seeks to ensure that Core Commitments for Children are met to the fullest extent possible. To this end, UNICEF plans to support the Health Communications Division of the Rwanda Biomedical Centre (RBC/RHCC) with additional capacities, including the national consultancy for Risk Communication, Community Engagement and Health Promotion. The consultancy will support effective coordination and reporting of the C4D interventions related to the EVD preparedness, possible response and recovery scenarios, as well as emergency preparedness and complementary health promotion in general, with focus on the Southern Province.
Position Description
The proposed consultancy will strengthen capacities of the National RC&CE Technical Working Group led by RBC/RHCC and co-chaired by UNICEF to coordinate the relevant efforts of the National EVD Contingency Plan. The consultancy will play a vital role in informing the RC&CE activities at national level and ensuring effective implementation in the Southern province as well as coordination of efforts with other consultants covering Kigali City and the Eastern Province, Northern and Western Provinces of the country.
Under the guidance of RBC/RHCC, the consultancy will include supporting the coordination, designing, monitoring and reporting of social and behaviour change communication, community engagement and advocacy activities that aim at promoting lifesaving behaviour change with focus on the following priorities:
Partnerships and strategic engagements with government at all levels, UN agencies, donor organizations, international and national NGOs and other development partners in preventing and responding to Ebola and other possible outbreaks/epidemics;
Advocacy at district and lower levels focusing on high risk affected areas susceptible to an imminent Ebola outbreak from the Democratic Republic of the Congo (with geographical focus on the Southern Province).
Justification
Risk Communication and Community Engagement is one of the key elements of the emergency preparedness and potential response and recovery scenarios. Under the leadership of RBC/RHCC and with close support from UNICEF and other partners, this component assumes designing, implementing and monitoring critical social and behaviour change communication, community engagement and advocacy interventions that contribute to prevention, potential response and recovery for EVD and other disease outbreaks (e.g. Cholera).
Objectives
Provide technical support to the RC&CE TWG, RBC/RHCC and UNICEF Rwanda for C4D interventions in relation to potential the EVD outbreak and related health promotion;
Build the capacity of the RC&CE TWG members and other implementing health development partners currently engaged in the Ebola preparedness at district and lower levels;
Monitor and document work on emergency preparedness, potential response and recovery.
Major Duties and Responsibilities
The National Consultant under the supervision of the Head of Rwanda Biomedical Centre Health Communications Division and guidance of the UNICEF C4D Specialist will work closely with the RBC/RHCC Team and UNICEF C4D Unit to review and enhance social and behaviour change communication, social mobilization and advocacy activities during emergency preparedness, potential response and recovery scenarios and provide the following support:
Technical assistance, quality standards and support to the RC&CE TWG/RBC/RHCC and UNICEF Rwanda Office, including:
Development and appropriate use of guidelines and tools for social and behaviour change communication.
Guiding the risk communication, behaviour change communication, social mobilization and community engagement interventions of sub-national partners during the Ebola preparedness, possible response and recovery scenarios (with focus on the Southern Province).
Provision of technical support to the RC&CE TWG/RBC/RHCC and UNICEF Rwanda to establish monitoring mechanism to collect, analyze and report data on C4D indicators to measure changes in behaviours during this Ebola preparedness, possible response and recovery scenarios.
Contribution to the RC&CE TWG/RBC/RHCC and UNICEF Rwanda C4D Unit work-plan implementation and monitoring to achieve the deliverables related to Ebola RC&CE activities.
Partnership, collaboration and coordination, including:
Development and maintenance of partnerships amongst the RC&CE TWG members and other partners involved in EVD preparedness, possible response and recovery scenarios, including UN agencies, donor organizations, international and national NGOs and other relevant organizations.
Participation in and documentation of the work of the key internal coordination mechanisms, including the RC&CE TWG at district and lower levels (with focus on the Southern Province).
Capacity strengthening, including in coordination with the RC&CE TWG/RBC/RHCC and UNICEF Rwanda C4D Unit, facilitating capacity building of partners at district and lower levels to achieve behavioral communication results in the Ebola emergency preparedness, possible response and recovery scenarios.

Payment Schedule

Payment will be processed on the last day of each month, upon satisfactory completion of the deliverables listed above and their endorsement by UNICEF C4D Specialist and RBC/RHCC.

If required to travel as part of her/his official duty, the Consultant will be reimbursed for travel expenses incurred during the official travel authorized by RBC/RHCC and UNICEF. Cost for accommodation, meals, and incidentals will not exceed applicable Daily Subsistence Allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC).

Procedures & Logistics
The consultancy is based in the Southern Province HQ (the Province Hospital) and might require frequent travel to the field project sites within the Southern Province and to Kigali City.
The Consultant will use her/his own computer and mobile phone. The office space, Internet connection and other relevant materials for the assignment will be provided by the Province Hospital with support from RBC/RHCC.
The Consultant is not considered a staff member. Notwithstanding this status, she/he will observe all applicable rules, regulations, instructions and procedures and directives of RBC/RHCC and UNICEF.
The Consultant will respect the impartiality and independence required of UNICEF and will not seek or accept instructions regarding the services performed under the consultancy agreement from any Government agency, except RBC/RHCC, or from any authority external to UNICEF.
Unless otherwise authorized by UNICEF, the Consultant may not communicate at any time to the media or to any institution, person, Government, except RBC/RHCC, or any external source any information, which has become known to her/him. She/he may not use any such information without the written authorization, and such information may never be used for personal gain. These obligations do not lapse after the end of the consultancy.
UNICEF and RBC/RHCC accept no responsibility for the medical insurance of the Consultant or costs arising from accidents and illness incurred during the consultancy, including while on duty travel. The Consultant must demonstrate proof of medical insurance prior to the beginning of the consultancy.
The Consultant will not have supervisory responsibility within UNICEF and/or RBC/RHCC, nor responsibilities on UNICEF and/or RBC/RHCC budget and other resources.
Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
To qualify as an advocate for every child you will have…
Bachelor degree in the social/behavioral sciences, public health or other relevant fields;
A minimum of two years of experience in the planning, implementation and evaluation of communication for development initiatives, involving advocacy, social mobilization and community participation; training in interpersonal communication and social mobilization and C4D campaigns;
Experience in the development and management of formative research, monitoring and evaluation for communication programmes is an advantage;
Strong interpersonal, communication and leadership skills;
Excellent organizational skills and attention to detail;
Fluency in English is a must; Knowledge of Kinyarwanda and French is desirable.
