Objectives of the Consultancy

The Investment Case for Inclusion of HIV services benefit package in the Intermediate Essential Package of Health Services (EPHS) in selected high-burden states/regions hopefully can guide: (1) Prioritization: In Myanmar there is a considerable gap between the costs of the standard set of HIV comprehensive interventions and strategies and the resources available; (2) Returns on investment: Related to insufficient prioritization is the fact that too few plans clearly show the returns on potential focus and acceleration in reduction of new HIV infections and HIV-related mortality reduction. Benefits of targeting the most deprived outweigh the additional cost to reach them. New, innovative and efficient strategies and tools are available and should be used to accelerates progress. This Investment Case will not only inform the country’s GFATM application for next round but most importantly through evidence-based consensus influence domestic and ODA financing for maximum efficiency and effectiveness

Specific objectives are:

Under the guidance of the HIV Technical Strategic Group and UNJTA, the objectives of the assignment are to:

  1. analyse, plan for, and conduct modelling of prioritised intervention package to promote financial sustainability in the context of accelerating progress in achieving 90-90-90 targets within the framework of intermediate Essential Package of Health Service and National Health Plan
  2. prepare costing models with equitable financing strategies; complementary financing scenario and mobilisation of the up-coming National Strategic Plan of HIV/AIDS 2021-2025 and intermediate package of EPHS according to National Health Plan;

Assignment Tasks and Expected Deliverables

Task 1:

Desk review of the literature on HIV related programmes, policies, strategies and plans in Myanmar and other countries and assess their relevance, effectiveness and efficiency

End Product/Deliverable 1:

Detailed work plan and timeline for Investment Case for Inclusion of HIV services benefit package in the Intermediate Essential Package of Health Services (EPHS) in selected high-burden states/regions

Task 2:

Propose, modify and revise the costing of HIV costing tools in consultation with program managers based on Myanmar’s context (socioeconomic, demographic projections, morbidity and mortality trends and needs) to be in-line with National Health Plan health systems strengthening framework and EPHS roll-out plan

End product/Deliverable 2:

2 Costing analysis workshops conducted with programme managers and calculate programme and commodity costs for the Intermediate Essential Package of Health Services with Inclusion of HIV services benefit package, starting in highest burden states and regions in Myanmar

Task 3:

Facilitate in the final meeting with key stakeholders to gain consensus and to finalize Investment Case for Inclusion of HIV services benefit package in the Intermediate Essential Package of Health Services (EPHS)

End product/Deliverable 3:

Dissemination report of the Investment Case for Inclusion of HIV services benefit package in the Intermediate Essential Package of Health Services (EPHS)

Task 4:

Organize and facilitate HIV-integrated EPHS Implementation Plan Development Workshop in close collaboration with NAP, NIMU and UNJTA

End product/Deliverables 4:

2 Series of HIV-integrated EPHS Implementation Plan Development Workshops conducted and facilitated

Task 5:

Facilitate in the final dissemination workshop with key stakeholders to gain consensus and to finalize HIV services benefit package in the Intermediate Essential Package of Health Services (EPHS)

End product/Deliverables 5:

Final report on final dissemination workshop with key stakeholders to gain consensus and to finalize HIV services benefit package in the Intermediate Essential Package of Health Services (EPHS)

Qualification and specialized knowledge/experience required for the assignment:

  • Advance Degree, preferably Master or PhD in Health Economics, Public Health, Social Sciences, Development, Health Policy, Planning and Management or related disciplines
  • Additional training in HIV costing software, Spectrum, AIM or OneHealth is an asset
  • A minimum of five (5) years of relevant experience of planning and implementation of public health intervention with strong background in HIV and Health System Strengthening
  • Excellent research (both qualitative and quantitative) skills.
  • Demonstrated experience working with multi-sectorial partners e.g. Government ministries, UNs, INGOs and NGOs is essential
  • Excellent analytical, interpretation and interpersonal communication skills
  • Excellent report writing skills in English
  • Ability to work independently and long hours without supervision
  • Excellent computer skills especially word-processing
  • Fluency in English and Myanmar (verbal and written) is required
