UNICEF is looking for a national consultant to support an international consultant to estimate costs to carry out Cameroon’s multisectoral implementation plan for nutrition.
How can you make a difference?
The role of the national consultant is to provide support to an international consultant that will lead and coordinate the costing of the Cameroon’s Multisectoral Implementation Plan of the National Nutrition Policy. The support will range from the compilation of national documents, data collection, liaising in organizing contacts/meetings/workshops with various stakeholders, and to ensure the follow-up of actions after the international consultant leaves.
The National consultant will undertake the following activities:
Facilitate discussions with key stakeholders on the methodology to be used for the consultancy
 Support the organization of an inception workshop within the framework of the consultancy.
Organize a desk review of available data on costing of nutrition interventions in Cameroon
Provide support to the international consultant in estimating cost estimates for nutrition interventions
Serve as the main focal point between the international consultant and government entities
Perform other duties as required by the international consultant
To qualify as an advocate for every child you will have…
Education: Master’s degree in Nutrition, Economics, Statistics or any other relevant fields
Work experience: Minimum 10 years of experience in relevant fields
Competencies: Strong organizational skills and attention to detail; Strong analytical skills Sound judgement and initiative; Strong communication and writing skills
Languages: Fluency in French, with a good knowledge of English
Condition of work
The consultant will work under the direct supervision of the Nutrition Section Chief and the overall supervision of the M&E Section Chief. The national consultant is expected to liaise in organizing contacts/meetings/workshops with various stakeholders, and to ensure the follow-up of actions after the international consultant leaves.
A two-stage procedure will be utilized in evaluating the applications received in accordance to the below criteria, with evaluation of the technical proposal being completed prior to any price proposal being compared. Submitted applications will be assessed using Cumulative Analysis Method. Technical proposals should attain a minimum of 50 points to qualify and to be considered:

a) Technical proposal (Maximum technical score: 70 points)
Overall Response: Maximum 10 points
Understanding of scope, objectives and completeness and coherence of response
Overall match between the ToR requirements and proposal
Proposed Methodology and Approach: Maximum 20 points
Quality of proposed approach/methodology
Quality of proposed Implementation Plan, i.e. how the consultant will undertake each task, and maintenance of project schedules;
Technical Capacity: Maximum 40 points
Range and depth of experience with similar assessments
Knowledge of the latest developments in the field of nutrition
Strong analytical skills and qualitative and/or quantitative statistical data processing applications
Excellent communication, report writing and presentation skills
b) Financial Proposal (Maximum Financial Score: 30 points)
The financial proposal should contain the following information:
Fee for services to be provided – based on the deliverables in the Terms of Reference
Wherever possible, indicate the itemized cost of the travel (air tickets etc.) if an international consultation, and subsistence costs for your stay in the country.
