Under the supervision of Chief of Field Office, Kilinochchi share key information on a regular basis with Chief of Education Colombo and Programme Officer – Education at Kilinochchi UNICEF and will work very closely with the authorities in the Provincial Department of Education and Department of Building, Northern Province.

UNICEF education section is seeking services of a qualified individual to provide supervision, monitoring, quality assurance activities and work on progress updates from the field and ensure the Government contractor (Department of Buildings) is undertaking construction activities in accordance with the construction and technical standards, timeline and the BoQs.

The two elements of the consultancy project are as follows:

•        To provide advice and assistance including technical assessments/feasibility, review of designs, specifications and tender documents for; and

•        To supervise the quality of works and review/certify the completed works as per the approved designs, specifications and BoQ

 

Activities and Tasks:

The major tasks to be undertaken by the consultant firm in this regard may include but not limited to the following:

(i) Undertake site visit(s) to the selected schools and Support PDE/ZDE to carry out technical assessment (site survey report, structural/geographical maps, etc..) on need basis;

(ii)      Support PDE/ZDE and Building Department to produce new design/review of the existing designs and related BoQs and suggest measures for improvement, where applicable;

(iii)     Provide support for tender document drafting, evaluation of bids and contractor selection; where applicable

(iv)     Undertake visits to the field on regular basis and monitor the quality of work; prepare quality assurance documentation for UNICEF office and sites use, review work plan and submit progress reports as per agreed timelines;

(v)      Prepare interim payment certification and budget projection for UNICEF approval;

(vi) Carry out the certification of completed works in line with the approved tender documents/BOQs; facilitate in the handover process and ensure the contractor obligations during the liability period are respected/full-filled.

(vii) Monitor and analyse contractor performance against agreed benchmarks and through agreed reporting mechanism. Advise UNICEF on any potential issues and recommend remedial actions or solutions. Site meetings on a monthly basis to be arranged for each school and agreed measures and action points to be incorporated into the reports appropriately.

 

Deliverables         

Technical reports on review of assessment reports, designs, BOQs/specifications, tender documents and bid evaluation reports prepared by the implementing partners in accordance with UNICEF requirements.

Observe the Government tendering process  and ensure the due process is followed by the IP

Report/update UNICEF team during the contracting process.

Monitoring/quality assurance reports (progress update) for each site visit including monthly site meetings with buildings department, contractor and ZDE office staff.

Technically Certify the interim and final payment bills received from the PDE/ZDE.

Satisfactory Works completion/final certification report

Ensure full documentation of each construction work with required (onsite and off site ) documents in digital and hardbounds.

Facilitiation of site visits for officials and exchange visits for schools.

 

To qualify as an advocate for every child you will have…

  1. Education:  Be a qualified individual an Advanced University Degree in Civil or Structural Engineering. 
  • Specialist skills/Training:  Knowledge of procurement, tendering and contracting processes and requirements. Working experience in the area of preparation, implementation and monitoring of technical/ (re)construction projects; methodological and calculation skills. Skills in technical design of accessibility/eco friendly and disaster risk reduction initiatives is an asset.

 

  • Years of experience:  Minimum 5-7 years of professional experience at national level in the relevant field of civil engineering, especially in preparation of construction technical documentation as well as construction supervision. Experience in working in complex environments and large infrastructure and/or civil works construction projects. Experience in managing and supervising medium to large-scale construction works in the public/private sector. Working experience in UN or other international development organization is an asset.

 

  • Competencies:  Fluent in English language and Tamil is a must, with skills in writing and documentation, and Sinhala language skills is an asset. Ability to interface diplomatically with Government authorities. Excellent and proven relationships in dealing with contractors and local partners. To be a very good team player and ready to work in remote locations.

 

Duration of the consultancy: 11 ½ months
