The Rohingya refugee crisis was one of the largest and fastest-growing humanitarian catastrophes in recent memory. Arriving in Bangladesh in the hundreds of thousands, their needs were massive and ranged from psychosocial support to access to basic social services for water, health, nutrition and education. Together with the international community, UNICEF and its partners are responding to these needs at scale.

UNICEF is committed to results-based management to strengthen its ability to deliver and demonstrate results for children within the Rohingya crisis response. Guided by the Core Commitments for Children (CCC) in humanitarian action, UNICEF works with partners to ensure that the situation of children and women is monitored and analyzed; a system for performance monitoring is established and functional with a focus on accountability to the affected population; and that humanitarian action is regularly assessed against CCCs, policies, guidelines and UNICEF quality and accountability standards.

How can you make a difference?

Purpose of the job:

The post holder will lead the monitoring, evaluation and information management functions of Planning, Monitoring and Reporting (PMR) Team of UNICEF Cox’s Bazar Field Office (FO). The purpose is to ensure that systems are in place to monitor and verify UNICEF programming in the field and ensure that reliable and timely data and information is available for programme planning and evaluation purposes.

MAIN RESPONSIBILITIES AND TASKS:

1. Develop and implement a comprehensive field monitoring system

  • In coordination with programme sections, improve and maintain the comprehensive field monitoring system for Cox’s Bazar FO. The system should be aligned with sector requirements to avoid duplication.
  • Work with teams to design, test and roll out online forms for the collection and analysis of monitoring data.
  • Support section and partner staffs to roll-out tools in the field.
  • Manage the day-to-day operation of the field monitoring system, including troubleshooting of the online system as required. Provide technical support to third-party monitors as required.
  • Develop a real-time feedback loop from field monitors to programme sections, implementing partners and sectors for immediate actions.

2. Data collection, compilation and analysis

  • Analyze field monitoring results and report the findings to the respective programme sections as well as management for decision-making purposes. Provide inputs as required into sitreps, donor reports and other key documents and presentations.
  • Support gap analyses at field level for the programme and sector, including through verification and support for information disaggregated by age and sex, disability, and vulnerable groups.
  • Provide data visualization and mapping support to help analyze office-wide data.
  • Support programme colleagues to analyze their trends and help to identify loop-holes from routine monitoring data.

3. Manage UNICEF’s real-time monitoring and reporting online platform

  • Build, manage and maintain the online reporting platform for all implementing partners.
  • Develop the online reporting forms, aligned with the HAC, JRP and CPD indicators, including facility tracking.
  • Ensure required sex, age and disability disaggregation is available in the reporting system.
  • Coordinate with sections to ensure the necessary data cleaning and validation in the online data platform.
  • Train section and sector monitoring, IM and programme officers on use of the online data collection platforms.
  • Establish a data verification mechanism.

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in a relevant field such as social science of geographic sciences/ data science or information management and statistics.
  • Previous experience in humanitarian response especially in a monitoring or information management capacity.
  • Strong knowledge and experience in using GIS and manage databases and Strong knowledge of Excel, ODK, KOBO and other mobile data collection. Mapping and infographics skills (e.g., ArcGIS, Adobe) are also preferred.
  • A minimum of 2 years of experience with either the UN and/or NGO. At least one year experience in L3 humanitarian emergency is preferable.
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
