How can you make a difference?
Under the supervision of supply/logistics officer, the logistics associate will provide a board range of procedural and administrative task in support of efficiency in country logistics operations. The logistics associate will work to promote the attainment of the efficiency output in inventories and warehouse management in line with UNICEF rules and regulation. The incumbent will be responsible for the effectiveness of supply chain management, warehouses, custom clearance and forwarding operations including third-party warehouse inventories management, distribution of program supplies and contribute to daily logistics operation by working with supply/logistics team.
Key functions, accountability and related duties/tasks:
Liaise with supply colleagues as well as clients and use dashboards vision UNICEF standard operations procedures software for inventories management on receipts and distribution of supplies to beneficiaries. Ensure pipeline monitoring and establishment of appropriate logistics capacity. coordinate timely customs clearance of supplies entering the country. Ensure stock accuracy and prepare consolidated weekly and month inventories report to enable informed decision-making.
Provide support in-country logistics operations to contribute to the effective delivery of programme supplies. Liaise with internal and external stakeholders to promote effective service delivery. Coordinate custom clearance, forwarding and bookings of transit supplies to UNICEF Bossaso, Galkayo and Mogadishu in the most cost effective and efficiency manner.
Responsible for the administrative work involved in planning, coordinating and supervising for execution of logistics operations (e.g. applying tax exemptions for each in/outbound shipment, customs clearance, invoice handling and logistics payment verifications), take appropriate actions to resolve operational issues and complex situations related to supply chains management in collaboration with the supervisor.
Manage UNICEF warehouse facilities and operations in line with UNICEF policies and procedures. Assess warehousing capacity including facilities, conditions of equipment, manpower, and processes. Propose corrective actions to supervisor. Assess new warehouse facilities when required. If necessary, implement and organize new warehouse facilities which may include installation and assembly of temporary warehouse structures.
Maintain and practice good storage keeping and inventory management processes in support of the country programme implementation. Ensure accurate and complete accounting, reporting and internal control systems are in place, and relevant records are properly maintained.
Assess availability of space prior of shipment arrival in the warehouses and adopt standard stacking practices of supplies to ensure appropriate storages and optimize use of space.
Identify needs for contracting of logistics third party services (e.g. customs clearance, warehousing, transport, distribution) and manage contracting of such service providers including establishment of KPIs and performance monitoring mechanisms.
Manage third-party warehouse inventories and coordinate with carrier and third-party service providers. Supervise receipts of supplies from implement partners and execute dispatches on timely to beneficiaries.
Prepare stock reports, monitor inventory conditions i.e. old stocks, expiring drugs, obsolete supplies at warehouses and prepare for disposal through Property Survey Board committee. Carry out regular physical counts of inventory in the warehouses.
      Alternative delivery mechanisms and logistics services:
In collaboration with Supply colleagues and Programme Sections, identify opportunities for capacity building of Government counterparts and improving the supply chain process to make it more effective.
Support emergency preparedness and response activities including conducting logistics Capacity Assessment and Contingency Plan update, and pre-positioning stocks to affected people at the right time.
      Impact of Results:
Increase efficiency in UNICEF inventories management: demonstrate good practices of warehouse facilities and inventories management strengthening internal control system to reduce errors in warehousing and ensure cost effectiveness overall logistical operations.

Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or another relevant technical field.
A minimum of 6 years of relevant administrative experience in supply chain management or a commercial context is required. Understanding of development and humanitarian work is an advantage.
Fluency in English is required. Knowledge of another UN language or local language of the duty station is considered as an asset.
