Like many countries, Sierra Leone is changing gears to accelerate efforts towards attainment of Sustainable Development Goals (SDGs). The SDG 6 “Ensures availability and sustainable management of water and sanitation (WASH) for all”.  relates to water, sanitation and hygiene. The WASH SDG has 8 targets of which target 6.1 aims to achieve universal and equitable access to safe and affordable drinking water for all by 2030. The indicator for this target is “percentage of population using safely managed drinking water services (6.1.1)”. This is the foundation of water safety planning. According to UNICEF/WHO JMP definition, safely managed water are improved drinking water sources which are accessible on premises, available when needed, and free from contamination.
The Ministry of Water Resources (MoWR) has the sole responsibility of providing and managing the country’s water resources as clearly outlined in the National Water and Sanitation Policy (NWSP). Water supply services are handled by two main utility companies under MoWR namely Guma Valley Water Company (GVWC) which is responsible for supplying water in Freetown & its environs and the Sierra Leone Water Company (SALWACO) is responsible for the provision of water supply to regional and district capital cities, small towns and rural settlements. SALWACO largely works with local councils and other development partners in fulfilling its mandate.  These utilities supply piped water or mechanized borehole & well systems. The NWSP which was launched in 2011, has its key targets aligned with the SDGs. Despite the efforts by the government and its partners, the 2017 MICs report reveals that access to water supply and improved sanitation are at 68% and 48.2% respectively, indicating under-performance with regards to the National WASH SDG’s targets.
How can you make a difference?
Although access to water supply is still marginal, substantial efforts have been made to raise it from 48 per cent after the Ebola virus disease (EVD) outbreak to 58 per cent nationally (MICS6 2017).  Since 2000 Sierra Leone has increased rural water supply from 24 per cent to 42 per cent (MICS6 2017).  However, a significant disparity remains in water quality which shows over 89.6 per cent of water in Sierra Leone is contaminated with E. coli. In Rural Sierra Leone the water quality situation is worse at 91.1 per cent (MICS6 2017). Of greater concern is the finding that even improved water sources are also highly contaminated (Piped water – 80.6%, Tube well/Boreholes – 82.5%, protected well/spring 90.9%, rainwater collection – 100%, bottled/sachet water – 76.4%).  There is therefore an urgent need to develop a national WSP strategy that can guide the country to address water quality concerns across the board. It is on this premise that this consultancy is anchored.
The key objectives to be delivered under this consultancy are:
To conduct an in-depth desk review of the available literature and materials relating to water supply system and water safety in Sierra Leone.
To develop a national level Water Safety Plan (WSP) strategy through close consultations with MoWR, MoHS, water utilities and WASH actors.
To develop a WSP manual and field implementation guidelines.
To develop a costed action plan for community based WSPs across Sierra Leone.

Applicants are encouraged to attach their financial proposal to their application.
To qualify as an advocate for every child you will have:
Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Sanitation Engineering or a field relevant to international WASH development work.
8 years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector.
8 years experience at a senior level working in strategy development. Previous experience in developing water safety plan strategy will be an asset.
Demonstrated experience in development and implementation of national and community water safety plans.
Knowledge of the WASH sector governance.
Have experience in developing guidelines, preferably for WASH related manuals and guidelines.
Familiar with the current developments, research and global best practices in the WASH
