UNICEF Sierra Leone as the designated Grant Agent for the recently approved Global Partnership for Education (GPE) programme “Getting it right, building strong foundations for learning”, will be responsible for overseeing the implementation of the $17.2 million-dollar grant in collaboration with the Ministry of Education and Basic and Senior Secondary (MBSSE). In line with the Education Sector Plan 2018–2020, the approved programme focuses on improving access to equitable and quality education using a three-pronged approach: increasing access to Early Child Development (ECD) opportunities for 3-5-year-olds; improving learning outcomes for children in grade 1 to 3 and strengthening systems for decentralized school monitoring, data collection and management.
How can you make a difference?
Activities, Tasks, Outputs and Deliverables
The expected results of the consultancy will be:
Existing ECD materials reviewed, and a training package development framework developed
Develop three initial training packages (including training pre and post tests and training facilitation tips) on the following content areas and themes that will be used in both community and school based ECD centers:
Play based early learning for children 3-5 years in line with the new ECCE curriculum, including ECD thematic areas, management of large classes; promoting learning through play and a print rich environment; use of picture books and other content as agreed with MBSSE and other partners.
Play based early stimulation for children 0-3 years anchored on the Care for Child Development strategy with content including ECD thematic areas; appropriate play and communication; key care practices and parenting including positive discipline; use of center management tools and other content as agreed.
Pre-primary monitoring and coaching including relevant tools to support coaching and monitoring
Develop design and concept for 3-6 posters on the new ECCE curriculum themes.
Facilitate a 3-day workshop to review and validate the training packages and posters with key stakeholders; finalize these including proof reading all documents to international standard and copy editing and graphic design.
Training plan; agenda; pre and post tests; training reporting template and assessment and coaching tools developed.
Conduct three (3) initial training workshops ranging between 3-5 days of a cohort of master trianers and supervisors on use and application of the trianing packages and tools.
Conduct face to face and online workshops and seminars with staff of the ECD unit on various ECD themes to strengthen capacity and improve programme implementation.
Carry out Field trips to see ECD implementation in community and school-based centers to inform revision of initial training packages and development of refresher training packages in 2020.
Prepared each mission and workshop report.

To qualify as an advocate for every child you will have…
Master’s Degree in Early Childhood Care and Education or a related field.
At least 8 years of experience and demonstrated experience in Early Childhood Care and Development especially early learning and stimulation for children 0-5 years of age.
8 years’ experience in facilitating training workshops for ECD workforce and administrators in low resource and capacity context, with excellent workshop facilitation skills.
Minimum 5 years extensive experiences in the development of training packages and materials for ECD and other education related content.
Experience in implementing integrated ECD projects and interventions that include parenting, nutrition and child protection.
Experience with pre-service and in-service teacher training systems for Early Childhood Care and Education, including curriculum design and implementation.
Knowledge and working experience of the Care for Child development strategy and curriculum development and implementation for early years.
Familiarity and understanding of ECD context in developing context especially west Africa. Knowledge of the sierra Leonean context will be an advantage.
Fluency in English and excellent writing skills required.

Conditions of Work
The consultant will work from their base and in-country (Freetown Sierra Leone, with travel to the field as needed).
For Sierra Leone, the consultant must secure medical insurance (inclusive of medical evacuation) prior to assuming his/her duties with UNICEF (proof of insurance with med-evac clause is required).
