Overview
Children and young people in Mali, especially girls, continue to bear the brunt of the country’s complex and protracted crisis, risking their lives, losing their homes, being abducted and recruited by armed groups, separated from families, and exposed to sexual and gender-based violence.
The forced displacement of children, tearing apart of families and high rates of out-of-school children have all led to an increase in grave violations perpetrated by parties to the conflict, which rose by 46 per cent in 2018, with 500 serious violations recorded in the first half of 2018. Hundreds of children are estimated to still be in armed groups and around 406,000 children are estimated to be in need of protection in Mali.
In 2019, UNICEF is requesting US$4 million to meet the child protection needs of children and women in Mali.
While international media regularly report on the crisis in the north and center of Mali, children’s experiences are often obscured and the complex process of strengthening response and justice systems for the most vulnerable children draws little media attention and little funding.
To highlight the complex protection issues affecting children in Mali, UNICEF Mali is seeking a communications consultant to gather a collection of material on child protection in emergencies that will be used for media engagement in support of national and international advocacy and resource mobilization goals.
Objectives
The objective of the consultancy is to
gather compelling, firsthand accounts from families and children living in conflict-affected areas of Mali, showcase their experiences, hopes and dreams, in order to build empathy and drive action
unpack the complexities of CPiE into digestible, compelling content to be used in national, regional and global initiatives
through compelling child-centered materials, make a case for increased investments in child protection in Mali.
Gathered material will be packaged into an interactive, digital Child Alert-style report. Through high-quality photos, video vignettes, children’s quotes, children’s drawings and children’s music, the report or microsite will focus on the following areas:
Children associated with armed groups
SGBV and specific vulnerabilities of girls living in conflict-affected areas
Unaccompanied and separated children (by exploring the links with migrant children)
Children affected by psychological trauma
The different areas will also link to the issue of school closures wherever relevant and showcase dimensions of lack of access to education.
Deliverables
The deliverables will be:
8 transcribed interviews with children, families and first responders (including UNICEF colleagues, CP services on the ground, and partners)
At least 4 video profiles (one on CAFAG, one on SGBV, one children receiving psychosocial support in safe spaces, one on unaccompanied/migrant children)
At least 4 classic human interest stories
At least 2 photo essays for Medium or for media pitching
At least 14 social media publications
Draft of the interactive digital report
Draft press release (with support from Comms team)
Draft op-ed for the Regional Director, WCARO, for media pitching through RO (with support from Comms team)
Audio clips, musical soundscapes and soundbites from children
In addition to these core deliverables, the mission will also seek to identify material for media opportunities (e.g. AJ+)
The following locations have been identified as potential areas where stories can be gathered:
Gao
Mopti
Timbuktu

The consultant is expected to take function in Bamako on 11 June 2019 for briefings and participate in SSAFE training from 12-14 June.  Missions and post-production will be done from 17 June-5 July. Post-production will be done in direct collaboration with the Chief of Communication and support from the Communications team as well as with the Chief of Child Protection in the Bamako office.
Qualifications and/or specialized knowledge/experience required for undertaking the assignment
Advanced university degree in humanities, media, communication, arts, photo/video journalism, or any relevant field;
At least five (5) years experiences in journalistic writing
Excellent simple, persuasive writing skills in English
Knowledge and experience using social media for development messaging.
Proven experience filming and editing high-quality footage;
Skilled in cutting edge videography styles, editing tools and software;
Proven experience taking photographs for large, high profile media agencies, International Organisations, development projects, etc.;
Work experience with UNICEF or the UN an advantage;
Creative mind and storytelling skills;
Ability to produce and edit multimedia materials on sensitive child protection issues;
Fluent in English and very good command of French;
