How can you make a difference?Provide technical support for the development, implementation, monitoring and evaluation of National Deployment and Vaccination Plan (NDVP) with input from relevant bodies (National COVID-19 Response Coordinating Committee, NTWG, NITAG, National Immunization Programme, National Regulatory Authority, and other relevant groups) and in line with WHO guidance and SAGE recommendations.
Coordinate COVAX cold chain / logistics and in-country supply chain readiness and support the implementation of COVAX supply chain related activities in Somalia with all relevant internal and external stakeholders.Collaborate with programs in defining supply interventions to meet programmatic needs and achieve results for children, and provides technical and advisory of the supply chain, logistics and vaccine forecasting working group and through the National Immunization Logistics Working Group.Following up with logistics section of UNICEF, Ministry of Health and local health units on both Vaccine & Device Supply chain / Cold chain / In-country logistics readiness and implementation of activitiesUpdate the cold chain inventory database and analyze the key findings on status of the cold chain equipment in SomaliaDevelop a cold chain replacement and rehabilitation plan and provide technical advice including specifications for recommended cold chain equipmentSupport the development of the COVAX– CCEOP application using the analysis derived from the WHO sizing tool.Support country to forecast the vaccine needs/allocation for the priority population based on the availability of the vaccineEnsure that all supply chain challenges, and risks are promptly shared with the Management and adequate solutions are implemented.Ensure capacity building of MOH cold chain officersTechnically support and oversee national CCL consultants and EPI staff at the field office levels for state level operationalization of the NDVP.Support MOHs to develop, implement and monitor activities in support of effective reverse logistics and medical waste management, as part of the NDVP.Support with additional immunization-related tasks and assignments that may be required.  
Key Deliverables:Responsible for facilitating the rapid delivery of COVID-19 vaccine and associated supplies/equipment and deployment to vaccination centers / target groups.
Contribute to develop an implementation & monitoring framework to guide the Country Office on supply chain / cold chain and logistics matters and ensure close monitoring of the planning and the implementation phasesTimely submission of the COVAX – CCEOP applicationSupport the readiness on the COVID-19 vaccine deployment and the required supply chain & logistics interventionsAssist the arrival of COVID-19 vaccines and rapid delivery to the central vaccine store/hubAssist the arrival and rapid delivery of any bundled cold-chain equipment and devicesTimely submission of the Vaccine Arrival Report (VAR) to the Supply DivisionSupport the modeling / conception of deployment strategy from central level to the periphery, identify and fulfill the supply chain gapsUpdate guidance and tools (including waste collection and treatment) and support the adequate implementation of the COVID-19 vaccination strategyProvide close supervision & monitoring of supply chain & logistics interventions at national and subnational levels.Identify and document enabling factors, challenges and lessons learnt from the vaccine deployment activities.Cold chain logistical government staff and UNICEF personnel trained on logistic aspects of COVAX.Duty station:
Mogadishu with expected field travels within Somalia.
Management of assignment: The consultant will report to the Immunization Manger at Country office who is the supervisor of thisassignment and will work closely with the Cold Chain Specialist. The UNICEF CO will provide requiredadministrative and logistical support, avail required documents and other relevant support. The Consultant isrequired to have a personal laptop and phone.
To qualify as an advocate for every child you will have:Advanced University degree is required in Supply Chain Management, Logistics, Procurement, Health or related field.
A minimum 5 years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required.Experience in effective vaccine management assessment (EVMA) and vaccination campaigns is required.Experience in using relevant cold chain tools i.e. SMT, WHO/UNICEF inventory tool, cold chain sizing tool or similar.Experience working in the UN system agency or organization is an asset and emergency experience in Supply Chain management is an advantage.Developing country work experience and/or familiarity with emergency is considered an asset.Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
