The consultant, will develop and start implementing a capacity development strategy in close consultation with relevant government counterparts, as well as with implementing partners, on child protection case management, Best Interests Determination (BID) and alternative care based on identified key priority learning needs of child protection frontline workers and government staff in line with the government strategy of strengthening the social welfare work force. Minimum package of services should include primary, secondary and tertiary services. Response services should have a special focus on secondary and tertiary services ensuring linkages and integrated services both from the social welfare and justice system. Critical services should include psychosocial support, parenting skills training/education, counselling, support with birth registration and case management, including family mediation, home visits, interim alternative care/emergency shelter, financial and/or social protection support, child risk and needs assessment, referral to basic services, including health services and legal aid, family tracing and reunification. In order to determine and coordinate response services needed to restore a children’s wellbeing and protection, case management has to be systematically carried out by trained social workers as part of a wider government led case management framework.
The consultant will work in collaboration with a national consultant, who will be recruited once the consultant will be in place.
With funding from DFID, UNICEF Mali, in partnership with the government, is strengthening the child protection system to respond to the needs of children on the move/migrant children. A key aspect of a well-functioning child protection system is the provision of a comprehensive minimum package of prevention and response services for children subject to or at risk of violence, abuse and exploitation. Additionally, as part of existing inter-agency efforts, UNICEF is preparing the roll-out and implementation of CPIMS +. Â The UNICEF Child Protection Section is therefore seeking a consultant to provide support to the team to review existing systems and structures, harmonize approaches and contextualize existing case management, practices and procedures to ensure these are consistent, effective and meet minimum standards then to develop a case management capacity development strategy and facilitate training and mentoring, building on the skills and knowledge of key child protection stakeholders, and assist in the development of relevant tools,.
UNICEF is seeking to hire an international consultant to lead and coordinate UNICEF’s technical support to the government and the Case Management task force in the design and implementation of case management services framework and the actual provision of integrated services. While the international consultant will bring international experience in the area of strengthening case management and child protections services within the child protection system strengthening global work, he/she will work closely with a national consultant to ensure local context and latest national developments are duly reflected and considered in the design of new frameworks. The 2 consultants will work closely with the partners in the 6 DFID project targeted areas of intervention which will serve as pilot areas for the development of the new response and case management system.
Scope of Work
The consultancy will be conducted in-country over a 6 months period.
Specific Tasks
Undertake a short desk review and analyze available information and data related to children on the move, as well as existing, national legislation, policies and practices regarding child protection and case management in Mali;
Map existing child protection service providers, assess case management systems and conduct a skills analysis of front line case workers for case management (including knowledge, attitude and communication skills),
Document overall existing capacities, gaps and priority training and mentoring needs of key stakeholders regarding case management, BID and alternative care;
Review/Establish multi-sectoral basic social services referral pathways/mechanisms (Social Welfare, Education, Health, Civil Registry, Police, Gendarmerie, etc.) for each intervention site supporting adaptation as appropriate for children on the move;
Conduct case management workshops to reach a common vision with the government and all key stakeholders
Technically support the design and development of government led case management frameworks in the selected 6 areas of the DFID programme on children on the move
Technically support the development of national case management standard operating procedures (SOPs) and information sharing protocols, in close coordination with the relevant ministries, child protection networks/Case Management Task Forceand other relevant stakeholders including UNHCR, IOM and ICRC. The SOPs will define the minimum package of interventions that ensure a multi-sectoral continuum of services to children to support return to their families and/or their socio-economic and community reintegration
Technically support the development of minimum package of response services as part of the inter-agency service provision framework in the 6 programme regions
Develop a capacity development strategy and plan of implementation with clear outcomes and timelines for service providers (including community actors, social workers), and other key stakeholders;
Develop training materials and tools and facilitate trainings and mentoring sessions on children on the move and associated risks, case management and referral pathway, family tracing and reunification, alternative care, community reintegration provision of integrated services for children and other relevant themes as per the implementation plan in close consultation with relevant government counterparts and stakeholders;
Support the review of job descriptions of the government social workforce, jointly with the relevant government counterparts;
Identify and support relevant in-country and regional coordination mechanisms.
Support the Government for integration of migration in national child protection data collection and analysis

  3.  Case management SOPs developed in the targeted regions jointly with all relevant and involved stakeholders, available and endorsed

The consultant will be based in Bamako and will travel to field locations as required.
Terms of Payment:
The consultant will be paid by deliveries as per the above schedule
Expected background and Experience
Advanced university degree in social work, human rights, law, or related field (Masters or equivalent level)
A minimum of seven years of relevant professional work in child protection case management and alternative care, with a particular focus on children on the move. Previous relevant working experience in West Africa would be an asset
Substantial experience in development of training materials and facilitating training workshops
Excellent planning and organizational skills
Excellent analytical and written skills
Strong communication skills – both oral and written
Fluency in written French and English
Experience working with UN/international organizations
Experience working with government desirable
