Background:

Partnership between UNICEF and University Grants Commission (UGC), Bangladesh has been formed to foster C4D curriculum and research among academic institutions of Bangladesh to bridge the gap between development sectors and academicians as there are scope for improving formal C4D training and research capacity in the country. UNICEF Bangladesh has undertaken a phase-wise approach to institutionalize C4D strengthening capacity of the universities in this area through curriculum and research work.

Phase I involved assessment of C4D institutional capacity and development of a capacity strengthening strategy which were shared and validated at a workshop jointly organized by UNICEF and UGC, Bangladesh in September 2017. This phase reflected the interest of the faculty of seven public and three private universities to get involved in C4D curriculum design and research capacity building.

Phase II consists of developing and finalizing a competency based and modular C4D curriculum that can be embedded within existing programmes; or be the basis for a stand-alone educational degree programme; and strengthening the capacity of the interested institutions/universities on C4D related commissioned research as well as service-based learning. UNICEF/UGC Curriculum Symposium on C4D was the final stage in the development of C4D curriculum by the nine-participating public and private institutions with support from the Ohio University team. The symposium aimed to assess the progress of the module developed and used in their own discipline as well as to advocate with the higher authority to support their faculty in efforts to integrate C4D into curricula. During this phase, a day-long research conference was also organized where faculty, postgraduate students from various disciplines and development partners presented C4D-related social research. At the end of the conference, UNICEF and UGC announced the launch of a new annual (5-years) C4D Research Fellowship Programme which will start from 2019.

Because institutions differ in so many ways—in organizational structure, academic discipline, curricular flexibility and human resources—no single measure or criterion can adequately capture how they are integrating C4D into curricula. This situation necessitates the intervention of a consultant of international calibre, preferably senior level Professor, to carry out one to one advocacy with the Vice Chancellors/Deans/Chairman  of various universities. A Professor of such status with expertise on C4D will ensure rapport with colleagues on the best ways to integrate the C4D curriculum into the existing ones. At the same time the person will be able to help UNICEF and UGC to review the fellowship applicants and select the awardees.

Purpose:

Purpose of this assignment is to advance the University Initiative Project and advocacy with the University Grants Commission and university higher authorities to institutionalize C4D curriculum drafted by university faculty from a range of social science disciplines at nine public and private institutions and to help in the review and selection process for a C4D research fellow for 2019-2020.

To qualify as an advocate for every child you will have…

Education: PhD Degree in Communication for Development, Journalism, Development Studies or relevant social science disciplines.

Experience:

  • Minimum experience in the relevant field is at least 15 years;
  • Experience in teaching C4D at the university level and conducting applied social science research;
  • Course design for undergraduate and post-graduate curricula;
  • Senior-level administrative experience, such as dean, department chair; experience working with International agencies on projects involving multiple stakeholders;
  • Ability to conduct capacity assessments, make recommendations and write reports.

Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • Professional Fee: US$ 513 per work day.
