Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
International consultant to support the design, prototyping, training and first round deployment of the Sudan RapidPro Based ODF Real-time Monitoring System.
Key activities/ tasks
Prepare an implementation plan based on meetings with UNICEF team and desk Review of existing documentation, mainly:
Project documents including project proposal, monitoring plan and implementation workplan
CTLS/CATS manuals/guidelines.
WASH sector information management system
Complete, test and simulate the locality and community flows with the required Locality and community level contacts, campaigns and triggers.
Contribute to establishment of contracts TOR for RapidPro services and Mobile Network operator services.
Develop standard operating procedure to be followed by users managing and implementing RapidPro.
Conduct national, one state, one Locality and three community system use training for UNICEF, counterparts and communities.
Conduct the first round of successful flow system implementation for at least one Locality and community levels
Design analysis and reporting templates for data collected through above communication.
Conduct the first round of the Locality and community information retrieval, analysis and presentation in forms of tables, graphs and maps.
Assess potential integration of RapidPro with WASH information management system
Output(s)/Deliverable(s)
Implementation plan developed based on team discussion and desk review.
Locality and community flows with the required Locality and community level contacts, campaigns and triggers completed, tested and simulated.
TOR for RapidPro and Mobile Network operators’ services developed
Standard operating procedure for flow creation and communication flow activation developed.
National, one state, one Locality and three community system use training for UNICEF, counterparts and communities conducted.
Locality and community flows system for at least one Locality and community levels successfully implemented.
Analytical templates developed to assess data collected. Reporting templates developed
Flow system Locality and community information retrieved, analyzed and presented in forms of tables, graphs and maps.
Recommendations for integration of RapidPro with WASH and Health sector information system developed
Evaluation Criteria:
Availability of active and successfully operational flow system at all level
Availability of CLTS retrieved information from Locality and community level in terms of tables, graphs and maps.
Availability of RapidPro Utilization trained staff at National, State and Locality levels
To qualify as an advocate for every child you will have…
B.Sc. and/or M.Sc, in ICT related science
In-depth knowledge in the development and management of RapidPro based messaging systems
At least two years of proven experience in developing and managing RapidPro systems in similar projects.
Experience in Python and Django
Fluency in English language
Very good communication skills
Very good facilitation and presentation skills
