UNICEF Sierra Leone is looking for a Consultant (P3) to provide support to the UNICEF education section in close collaboration with government partners to ensure a solid Monitoring and Evaluation system is in place, tracking both UNICEF and government progress towards goals and objectives outlined in the Rolling Work Plan.
Purpose of the  Consultancy
The purpose of this consultancy is to support UNICEF Sierra Leone Education Section to ensure high quality monitoring of education programming is ongoing and in line with overall programme goals and objectives as outlined in the Annual Rolling Workplan, building M&E capacity of government and UNICEF staff. The consultant will also work closely with the MBSSE for the Situation Room via Edutrac to provide real time data to the Ministry of Education and other education stakeholders.
Methodology and Technical Approach
Consultant will work closely with the UNICEF education section, the Ministry of Education and other key stakeholders to ensure that there is a solid national M&E system, which includes UNICEF programming as outlined in the Annual workplan. The consultant will work with the MBSSE to ensure Edutrac allows real time data to feed into the national Situation Room, working with the Directorate of Science and Technology to establish an integrated M&E system housed at the MBSSE.  S/he will set up an integrated   data base for the UNICEF education programmes,
Activities, Tasks, Outputs and Deliverables
The consultant will be responsible for delivering the following:
Prepare and maintain an integrated database for all education programming, updating on a regular basis to ensure progress towards results are achieved.
Strengthen M&E capacity of UNICEF staff and government counterparts
Lead the M&E education system in UNICEF country office.
Monitor and evaluate overall progress towards the Key Results for Children to ensure results are achieved.
Work in close collaboration with the Ministry of Education to redefine the Situation Room to strengthen EduTrac
MICS EAGLE – in collaboration with the MBSSE and UNICEF HQ colleagues to finalize the MICS Eagle for use to further enhance education data and information.
To qualify as an advocate for every child you will have…
Advanced University degree in education, or related education, social sciences, international relations, political science, international finance, or other relevant disciplines. First University degree combined with minimum of 5 years of relevant work experience is acceptable in lieu of an advanced degree.
Eight years of relevant work experience at the national and international levels in fields relevant to Education programmes and including experience in education economics/statistics and/or education Monitoring and Evaluation and capacity building.
Extensive knowledge and experience in Excel, Visual Basic for Applications (VBA) and a statistical software (SPSS, SAS or Stata).
Demonstrated experience in working with UN agencies and governments would be an asset.
Fluency in English (ability to write reports in clear and concise manner)
