Background
The overall goal of the UNICEF Sierra Leone Country Programme (2020 – 2023) is that more children and women in Sierra Leone, particularly the most deprived, have increased access to inclusive quality health, nutrition, WASH, education and child and social protection services. The country programme will contribute towards achievement of the goals of the National Development Plan and the Sustainable Development Goals.
The country programme is aligned with outcomes 1–4 of the United Nations Development Assistance Framework (UNDAF), 2020–2023, the UNICEF Strategic Plan and Gender Action Plan, 2018–2021, and the African Union Agenda for Children 2040 and Agenda 2063. It is implemented through partnerships with key Government Ministries and through interagency partnerships and collaboration with a range of NGOs, civil society, UN agencies and young people.
To continue work towards achieving the new country programme goals and objectives, it is necessary to use sound messaging and advocacy that is visible in the public domain to make the case for children as a winning cause, thus engaging key audiences to act on behalf of children.  At the same time, it is important to engage and attract donors (both locally & internationally) to raise funds for the implementation of all Government/UNICEF programme activities.
To ensure donors, key policy makers, opinion leaders and other stakeholders are well informed with accurate information including evidence-based data and ensure increased awareness about UNICEF’s activities, an advocacy information pack is needed highlighting components and key issues addressed in the country programme. This information pack will also serve as a reference point in fostering national debates and stakeholder dialogues on illuminating key issues affecting women and children in Sierra Leone. It is against this background that the External Relations and Advocacy Section of UNICEF seeks a consultant experienced in video production.
Justification
The video producer will contribute towards increasing awareness and understanding of the Government of Sierra Leone/UNICEF programmes among donors and other key stakeholders.   The advocacy materials will be distributed to potential donors and used on key digital platforms – including internet and social media platforms.
Purpose and objectives
Under the general supervision of the Communication Specialist and in close coordination and consultation with the section chiefs, the consultant will be responsible for the conceptualization, scripting, filming and editing of a 5 min Country Overview Video and 7 * 1-minute programme focused videos to support the Advocacy & Communication Package for the Government of Sierra Leone/UNICEF Country Programme 2020 – 2023.
To qualify as an advocate for every child you will have:
Bachelor’s Degree in journalism or any relevant Professional qualifications in media and communication (Including videography and editing).
A minimum of 8 years’ experience in executing similar work and present a curriculum vitae with the following academic requirements and competences; experience working in advocacy videos –  example of similar work will be required.
Ability to effectively grasp and incorporate inputs/feedback from multiple contributors
