Background
UNICEF supports the Government of Central African Republic (CAR) at national and sub-national levels in its efforts to promote and fulfill the rights of children. In so doing, UNICEF supports a range of interventions that cut across the areas of policy and legislative reform, strengthening institutional capacity to deliver child-centered services, positively influence behavior and social change, and preparation for and response to emergencies.
UNICEF is accountable for Communication for Development (C4D) and Vaccine Management (VM), as one is essential for long term and sustainable behavior and social changes that impacts on the lives of children and adolescents, their families and communities and the other is essential to deliver potent and quality vaccine to the children. The Central African Republic (CAR) is engaged to the Global Polio Eradication Initiative (GPEI) for several years. The Ministry of Health in close collaboration with key partners of the GPEI, implemented a combination of strategies to fight against WPV importation. Central Africa remains at risk of poliovirus. Detection of wild poliovirus type 1 (WPV1) in 2016 in north-eastern Nigeria and the recent confirmation of two cases of Vaccine Derived Polio virus type 2 in the Bambari and Bimbo districts means the entire country is currently at risk.
To ensure strong Monitoring and Evaluation (M&E) and data utilization for targeted planning, UNICEF is looking for a qualified and skilled M&E professional who can be quickly deployed as surge support during this polio outbreak.
Purpose of the Position
Under the supervision of the Polio coordinator in collaboration with the Immunization section and with technical guidance from Regional Polio team, the incumbent will provide technical support to ensure the successful data collection and analysis in support of the implementation of C4D and VM aspects for polio mOPV2 vaccination campaigns. This includes:
• For C4D: Independent monitoring, LQAS, routine immunization coverage and rapid surveys.
• For VM: mOPV2 vilas tracking and Independent Monitoring for Vaccine Management and Accountability
The incumbent will collaborate closely with national counterparts in the Ministry of Health, as well as partners of the Global Polio Eradication Initiative (GPEI), including WHO, CDC, BMGF, to coordinate data collection, data analysis, and strategic use to the country during polio outbreaks to expedite the close of outbreak.
Key Expected Results
Cross cutting activities:
1. Produce comprehensive reports for review and for corrective action by country office and partners to accelerate the closing of polio outbreak and polio/immunization program achievements.
2. Strengthen capacity of national counterparts to conduct data collection and analysis and to effectively monitor results.
3. Provide quality assurance for all C4D and VM indicators at various levels.
4. Participate in developing and implementing the work plan of the polio outbreak response unit, ensuring compliance with the specific objectives assigned to the project, offer advice and support to the team and liaising with RO and HQ for data analysis and utilization.
For Vaccine Management:
1. Collect and compile data on vaccine management before, during and after SIAs from Consultants in Vaccine Management and Independent Monitors for vaccine management and accountability.
2. Produce the mandatory reports (Form A, VUR) as required in the SOPs
3. Produce the final report for the independent monitoring activities that checks the absence of tOPV and mOPV2 after the rounds.
For C4D:
1. Monitor, collate, analyze and present communication data collected by polio independent monitors.
2. Plan, manage, and support implementation of qualitative data collection/social investigation on reasons for non-vaccination in country, in partnership with national government and other partners. Assure production of report on findings and uptake of findings for outbreak response communication activities.
3. Support capacity building of social mobilization networks and community-based platforms at country level in collecting, analyzing and reporting on data related to polio/immunization.
Deliverables
 VM and C4D quantitative et qualitative data are available, analyzed and disseminated, for translation into operational actions in view of improving vaccine management, reaching missed children and addressing reasons why they are missed;
• Dashboard with key performance indicators for VM is developed and maintained;
• Mandatory reports are developed and endorsed by local authorities.
• Updated mapping of refusals and resistances, special and high to reach populations;
• A final report with data, findings, lessons learned, recommendations and action points are produced;
• Documentation of good practices, with focus on community-based data real time feedback from community.
 Qualifications of Successful Candidate
• Advanced university degree in the social/behavioral sciences (i.e. Sociology, Medical Anthropology, Health Education, Public Health). A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced university degree.
• Five years of relevant work experience in management, monitoring and evaluation of health/social development programs.
• Two years in developing countries, with practical experience in the adaptation and application of communication planning and M&E processes to programs
• Proficiency in Microsoft Excel, experience managing, cleaning, analyzing data and creating graphs and charts
• At least one instance of exposure to emergency programming, including preparedness planning.
• Experience working with polio eradication and/or with broader immunization is highly desirable.
• Fluency in French and working knowledge in English
