In 2006, the Government of Sierra Leone introduced a 5-year National Child Justice Strategy aimed at ensuring fair, effective and efficient access to justice for every child in contact or at risk of contact with the criminal justice system.
In 2014, the Government also approved the new National Child Justice Strategy (2014-2018). This strategy reflected the 12 indicators captured in the 2012 baseline study and emerging themes on child justice, which guided the current interventions for children in contact with the law in line with existing realities, national laws and international norms and standards. The implementation of this strategy was however hindered by the outbreak of the Ebola Virus Disease (EVD) in 2014.
How can you make a difference?
The Child Justice Strategy (2014-2018) provides the overarching framework to coordinate implementation of child justice reforms. It outlines the agreed principles that should guide the national child justice system in Sierra Leone, ensuring that public safety objectives are met while protecting the rights of the child and respecting the country’s commitments under the Convention on the Rights of the Child (CRC). The Strategy identifies key strategic outcomes to be achieved in 5 years. It also sets out the activities needed for incremental reform of the national child justice system, in line with the government’s broader justice sector reform plans outlined in the Justice Sector Reform Strategy and Investment Plan (JSRSIP) IV and the Mid-Term National Development Plan (2019-2023). It is therefore crucial that progress made in its implementation is measured and findings/evidence generated are used to plan the next steps in the provision of child justice initiatives and the protection of children.
This consultancy seeks to hire an independent/individual consultant to evaluate/review the Child Justice Strategy (2014-2018) to gauge progress and its overall impact against its outcomes, outputs and indicators and to document challenges and gaps. Findings or evidence generated from this process will be used to develop the next 4-year strategy. This review is thereby required to build on gains within the justice system for children and to also reflect on recent developments in child justice issues within the justice sector in Sierra Leone.
Objectives
To identify, quantify and assess achievements and impact made so far as well as challenges with respect to implementation of the Child Justice Strategy (2014-2018) against the baseline data from 2012;
To gather data on the situation of children in contact with the law in the formal and informal justice sectors in Sierra Leone;
To assess the roles and responsibilities, as well as the relevance and effectiveness of the formal and informal/community-based child justice mechanisms; and
To develop recommendations and lessons learned that will be used in future development of a new 5-year Child Justice Strategy in 2020.
Condition of work
The consultant will be based in Freetown, Sierra Leone with travels to Regional/District Headquarter towns/cities.
For Sierra Leone, the consultant must secure medical insurance (inclusive of medical evacuation) prior to assuming his/her duties with UNICEF (proof of insurance with med-evac clause is required).
Must have done UN BSAFE Certificate of completion as well as the mandatory UNICEF courses; Ethics and Integrity, Sexual Exploitation and Abuse, Sexual Harassment and Abuse of Authority, and Child Rights and why they matter.
The consultant’s submission should include:
Cover letter, CV and at least 2 examples of previous work;
Proposed work schedule, budget, breakdown of consulting fees, logistics and travel cost (Provide an all-inclusive cost in the financial proposal including service cost, DSA for regional consultations that will be held in regional headquarter towns of: Bo, Bombali, Kenema, and Freetown. The consultant should spend at most 4 days in each visiting location except for Western Area.)
To qualify as an advocate for every child you will have…
A master’s degree in social science, law, human rights, political science, governance, public administration or another related field.
5 years working experience on justice for children, juvenile justice and child protection with the justice sector, research and legislative reform
Experienced in child protection, justice for children and work with justice professionals, academia, governments with a demonstrated ability to facilitate workshops, conduct field work and ability for logical and analytical writing for drafting reports, assessments, trainings modules, including revision of legislations.
In-depth knowledge of international law and domestic legislation around justice for children.
Excellent communication and presentation skills in English (oral and written), knowledge of other languages is an asset.
Facilitation, presentation and leadership skills, computer proficiency.
