Background:
The humanitarian situation in northeast Nigeria continues to be a highly complex crisis. In 2019, according to Humanitarian Response Plan (HRP), 7.1 million people (2.3 million girls, 1.9 million boys, 1.6 million women and 1.3 million men) are in need of humanitarian assistance as a result of a crisis that is now in its tenth year. As updated, 1.8 million people are internally displaced, and new displacement continues due to insecurity. The crisis has impacted women, men, girls and boys, and people with special needs differently, and their vulnerabilities as well as coping mechanisms vary. High levels of displacement, including secondary and tertiary displacement, have been witnessed to major centres, including from inaccessible areas, with the majority of new arrivals in dire conditions and in need of urgent, life-saving humanitarian assistance and protection interventions. Since 2009, more than 27,000 people have been killed and hundreds of women and girls abducted. To respond to these urgent needs, UNICEF continues to deliver humanitarian assistance in North East Nigeria in partnership with line ministries, International non-governmental organizations and non-governmental organizations, and to implement emergency interventions in the Education, Child Protection, WASH and Health sectors.
The impact of the crisis on the education system has also been severe, leaving generations of children without opportunities to learn and even more vulnerable. Since the conflict erupted in 2009, a total of 611 teachers have been killed, 19,000 teachers displaced, 910 schools damaged or destroyed, and more than 1,500 schools forced to close. As a result, an estimated 900,000 children have lost access to learning while 75 per cent of children in camps do not attend school.
Prior to the crisis, the northeast had the highest percentage (52 per cent) of children who had never attended school. Education indicators for northern Nigeria are the worst compared with southern states because of a number of factors. These include native socio-cultural attitudes towards formal education, especially for girls, difficulties in ensuring educational provision in predominantly rural Local Government Areas (LGAs) and the impact of conflict in the north-east.
With this background, setting up of learning spaces to restore and improve access to quality education is indispensable for the children affected by conflict. It will contribute to and improve of child friendly learning environment. Having standby contractual service arrangement would fast track UNICEF to deliver its mandate of ensuring inclusive quality education and to contribute to facilitating education system resilience.
The lack of access to education, mainly caused by the protracted crises and conversion of schools into shelters and to the destruction of school facilities since 2009, is creating a “lost generation” of unschooled children, vulnerable to exploitation, trafficking and recruitment by armed groups. Thus, improving learning infrastructures and water and sanitation services in schools and temporary learning spaces (TLSs) will provide children with safe learning environment and increase their access to education opportunities.
UNICEF is implementing rehabilitation/maintenance activities in schools and TLSs including WASH facilities – and would implement convergence activities with Child Protection Section (CP) in their supported Child Friendly Spaces (CFSs). Therefore, UNICEF requires expertise of Construction/Civil Engineer consultant to coordinate all the maintenance related programmes in North East Nigeria.
Purpose:
Under the strategic guidance of the Chief Field Office and Operations Manager and direct supervision of the Education Manager/Education Specialist (Access), in collaboration and coordination with relevant programme colleagues, the Construction Engineer will be responsible for coordinating adequate project implementation and supervision is in place to ensure successful delivery of construction and/or rehabilitation work in compliance with the project’s goals and objectives.  She/he is in charge of the day to day management and supervision, ensuring the overall efficiency and effectiveness of processes and activities undertaken to achieve timely delivery of infrastructures.
Key Tasks/Responsibilities:
Provide overall technical assistance to UNICEF construction projects, from their planning to their implementation and monitoring.
Provide technical support on the preparation of bill of quantities and drawings for the construction activities.
Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
Support the Operation/Supply section in all tender exercises for the procurement of construction and consultancy services.
Ensure that the project plans, drawings or sketches are well understood by the technical staff assigned either from the government/local authorities, implementing partners, construction contractor and sub-contractors, provide implementation guidelines and feedback.
Ensure effective quality control systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and UNICEF quality standards.
Work closely with technical personnel assigned either from the government authorities, or implementing partners, construction contractor, sub-contractors of the implementing partners and advise on appropriateness of design specifications and materials and make decisions based on the consultation with the UNICEF and contractors
Ensure progress of the construction work according to the pre-determined timelines and milestones with the required quality.
Ensure effective coordination and technical backstopping for the implementation of the UNICEF supported construction activities.
Regularly report on performance of contractors, and implementing partners based on their Contract, Work Plan and corrective action taken so that maximum benefit is achieved to client and stakeholders is achieved.
Coordinate with Operations and Programmes related activities ensuring proper and timely actions from both, UNICEF’s and Government’s side.
Certify disbursements of funds, monitor and submit financial status reports to management in compliance with the pre-established requirements.
Duration:
Six months with the possibility of extension.
Working Condition:
This assignment is based at Maiduguri (North-East Nigeria) and will be expected to work full time from the Field Office including travels to field and sites across North-East Nigeria (Borno, Yobe and Adamawa States). Accommodation may be provided in UNICEF/UN Guest House at Maiduguri. In addition, local transport will be arranged for by UNICEF.
Minimum Requirement:
Degree in Civil Engineering, Construction Engineering or other relevant technical area
A minimum of 5 years of experience in construction including contract management of reinforced concrete buildings
 Proven experience in construction and project management, site surveying, building design, project planning, quantity surveying and cost estimation and control.
Previous experience in working with WASH in schools including construction and rehabilitation projects is an advantage.
Evidence of previous work with International Organizations would be a distinct advantage
Knowledge of International and local standards related to infrastructure, structural and civil engineering
Excellent working knowledge of computers packages including AutoCAD software
Excellent knowledge of the humanitarian environment and remote programs
Prior experience with UN Agencies is an advantage.
Ability to express clearly and concisely ideas and concepts in written and oral form and to produce reports in a timely manner
Ability to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization.
Excellent oral and writing skills in English. Effective interpersonal and communications skills, especially the ability to work in a multicultural environment.
