Purpose and Objective:UNICEF Mozambique is in the process of identifying a consultant for 10 months to support on immunization supply chain (iSC) and logistics functions including Vaccine forecasting and quantification support, National and provincial stock management support,  Effective Vaccine management,  Data for management, iSC system re design and capacity development activities.

The consultant will manage the supply and logistics operations for the immunization program in terms of forecasting exercise, vaccine distribution, national and provincial level vaccine supply reconciliation requiring expertise in support of operations and programme objectives. This position will support the Supply and Logistic team of the Expanded Programme of Immunization (EPI) to develop and implement logistic and supply processes for Effective Vaccine Management on the Routine Immunization Improvement Plan and adapted to COVID19 vaccination response.
Methodology and Technical Approach:The consultant/TA will be based in Maputo with frequent travel to the field to support the immunization supply chain activities at provincial and district levels. The personnel will be responsible to organise regular bi-weekly remote to provide updates. The consultant will use his/her own office equipment. The consultant must have high internet connectivity and must be available/reachable online throughout the consultancy in case of the work to be done remotely due to the current COVID-19 situations.
The consultant will work under the supervision and guidance of supply and logistics specialist and closely work with Cold chain officer and Immunization specialist in UNICEF Country Office Mozambique. UNICEF will be responsible for the management of contract, assess consultant’s work, and evaluate performance based on deliverables.  The consultant is expected to provide proof of insurance coverage prior to commencing the contract.
2. Activities and Tasks:
2.1 Activities: – Support and build the capacity of CMAM/EPI team on immunization supply chainTasks: – 1) Build capacity of the MoH EPI logistics team on iSC through on job trainings. 2) Collaborate with all other UN agencies and the Ministry of Health to accelerate planning and implementation of the vaccine supply chain in line with COVAX 3) Provide technical support on immunization supplies forecasting and ensure the timely quantification of vaccines and ancillaries every year 4)Provide technical support to EPI team to update and improve the plan for transportation of vaccine to provinces and districts. 5) Support on reception and shipment schedules of vaccines and ancillary supplies to sub- national storage level (regional and intermediary warehouses) points and delivery at service delivery points (health facilities) based on the available capacity of the cold room storage.

2.2 Activities: – Support on stock management using the currently accepted and used tool for monitoring vaccine stock and supplies (VIVA, SMT, SELV) in collaboration with Village reach and other partners:Tasks: -1) Establish written procedures and train all the personnel at regional and provincial level on how to properly and efficiently use these different tools.2) Ensure that EPI Supply Chain staff conduct timely registration of stock movements (receipt and shipping) of vaccines and ancillary supplies in order to keep accurate and up to date records between physical stock and stock level in the system or registers.3) Establish a robust mechanism to ensure the traceability of the COVID-19 vaccines to avoid a risk of diversion and falsification of the vaccines. 4) Ensure all partners receive monthly reports on vaccine stocks and supplies at central, provincial, district and health facility levels.

2.3 Activities: – Support EPI to coordinate monthly meeting with the National Logistics Working Group composed of agents from MoH, CMAM, WHO, UNICEF, UNDP, VillageReach and CHAITasks: -1) Prepare agenda, minutes and content for each meeting. 2) Develop a monthly dashboard for discussion to analyze stocks, wastage rates, fuel and cold chain equipment status based on LMIS endorsed by the EPI.3) Collaborate with WHO AND OTHER PARTNERS to update progress on EVM Improvement plan implementation on a quarterly basis.

2.4 Activities: – Technical support to the development and implementation of immunization waste management planTasks: – 1) Support EPI to liaise with Relevant department at MoH and partners in order to ensure development and proper management (collection, transportation, destruction) of immunization waste including the management of waste related to COVID-19 vaccination.

2.5 Activities: – Map Transportation Equipment information and data and keep updatedTasks: – 1) Map and update the Transportation Equipment used for distributing vaccine and ancillary supplies with accurate information and live inventory tools working with the EPI team.

2.6 Activities: – Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided.Tasks: – 1) Supports emergency preparedness plan relating to Health & Nutrition.  2) In case of emergency, assists in monitoring and assessing the nature and extent of the emergency in the assigned area, as required. 3) Provides assistance to the Country Office in identifying where support is required.
2.7 Activities: – Manage Procurement service-related issues at country office level as per SD procurement service guidelines and procedures.Tasks: -1) Ensure and provide support to all partners on PS planning, processes, and transactions through regular communications. 2) Review and share all PS requests received from partners with SD. 3) Follow up the PS requests submitted to SD and share the regular update with the partners and UNICEF CO.

2.8 Activities: – Required programme/project reports are timely prepared in compliance with the established guidelines and procedures:Tasks: – 1) Produce monthly reports and submit to the Supply & Logistics Specialist based on the deliverables planned and agreed. 2) Contributes to the timely preparation of annual sector status reports and shares information with relevant partners as required in compliance with the established guidelines and procedures. 3) Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, and annual reports.

To qualify as an advocate for every child you will have…
Academic qualifications:University degree in Logistic, Supply Chain Management, or in Operations Management, or in Refrigeration, Electrical or Industrial Engineering.

Work experience:Minimum of 5 years of professional experience in immunization supply chain management including cold chain management, Experience in Project Management, Experience in coordinating with implementing partners, Proven analytical and technical writing skills, Expertise in Supply Chain Management including cold chain management and LMIS, Ability to multi-task, correctly set priorities, and adapt to a fast-paced work environment, Capability to work in a cross functional team, Highly motivated individual capable of taking initiatives, Ability to adapt to organizational changes.

Specific knowledge, competencies, and skills required:Understanding of the principles of vaccine management, knowledge and experience with data collection, data management analysis and reporting are essential. Product knowledge on cold chain equipment, new cold chain technologies, procurement processes and good distribution practices could be beneficial.

Language skills:Fluency in spoken and written in Portuguese and working knowledge of English is a requirement.
