Background & Purpose
The Niger new country programme 2019-2021 was approved by the UNICEF Executive Board in February 2019. The vision for this new country programme is to support the Government towards ensuring that all children, especially the most vulnerable, enjoy their rights; adolescents and youth are empowered; communities and systems are strengthened and resilient; and humanitarian assistance and development address the structural causes of fragility and vulnerability.
In order to continue to work towards achieving the new country programme goals and objectives, it is necessary to use sound innovative and evidence informed messaging and advocacy that is visible in the public domain to make the case for children as a winning cause, thus engaging key audiences to act on behalf of children.  At the same time, it is important to engage and attract donors (both locally & internationally) to raise funds for the implementation of all Government/UNICEF programme activities and to encourage joint programming on key issues with relevant development partners and private sector.
To ensure donors and key stakeholders have accurate information and ensure increased awareness about UNICEF’s activities, an advocacy information package/kit is needed highlighting components and key issues addressed in the country programme. It is against this background that the Communication Section of UNICEF Niger seeks a consultant experienced in writing and having prior experience in designing and producing advocacy and promotional materials, together with the various elements of the package, to develop the Advocacy and Communication Package.
Objective(s) of the consultancy
Under the general supervision of the Chief of Communication and in close coordination and consultation with the Representative, Deputy Representative and Programme Chiefs, the consultant will be responsible for the conceptualisation, development, production, design and layout of an Advocacy & Communication Package for the Niger-UNICEF Country Programme 2019-2021 (in French and English).
Specific activities to be completed to achieve the objectives
Produce a detailed structural proposed plan of approach and timeline for the consultancy and the content outline of the package.
Review the Country Programme documentation including but not limited to the new Country Programme 2019-2021, Programme Strategy Notes, available human-interest stories, key issue documents and strategies.
Summarize and write up the key components of the information package based on programme areas: Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, Adolescents and Social Norms, Humanitarian Action for Children.
Niger and UNICEF programme overview.
Theme pages for each component.
Funding requirements.
Human interest stories.
Design and layout the information kit and a 15-minute multi-media PowerPoint Presentation (PPT).
Develop one pagers on key programme issues for Fundraising.
Develop a social media package for Facebook, Twitter and Instagram.
Capture appropriate photograph, quotes and video clips that will be used for the package as per key issues to be included in the information package, power point presentation, social media package.
Translate the approved package in French.
Design, visualise and conceptualise the package for preparing the ready to print materials.
Specific outputs/products/results (with delivery dates to be defined and % of instalments)
Detailed proposed plan and approach to the consultancy with timelines and detailed content outline of the package.
Final text for Package containing – Niger and UNICEF country programme overview, theme pages for each component, funding needs package, human interest stories.
French translated of the approved content.
Final package presented in the print ready agreed layout including photos and finalised PowerPoint presentation (English and French versions).
Social media package: Infograph and Visuals (English and French versions).
Qualifications and/or specialized knowledge/experience required and desirable for undertaking the assignment
Advanced university degree in humanities or media, communication.
At least five (5) years experiences in journalistic writing.
Proven experience in preparing advocacy/donor packages.
Proven experience in the development of UNICEF country programme kit will be an added advantage.
Excellent simple, persuasive writing skills in English.
Ability to extract critical facts from written sources and collating them in a coherent and creative manner.
Knowledge of visualisation, and graphic design.
Knowledge and experience using social media for development messaging.
Duration of the assignment
2 months
Supervision
The consultant will work under the supervision of the Chief of Communication. S/he will be in touch via email and/or phone with programme specialists if additional information is required.
Fees
10% of the fee will be paid upon submission of proposed work plan, approach and content outline.
20% upon submission of first draft of text for the Advocacy and Communication package and the exhibition kit.
20% upon submission of the approved text and the French-translated version.
50% upon submission of final designed and print ready Advocacy and Communication package, the power point presentation and the social media package and satisfactory completion of the assignment.
Note – UNICEF will cover the printing cost for the information kits. The consultant will provide the detailed print specifications. All pictures and materials prepared/used will remain the sole property of UNICEF.

Duty Station and work arrangements
The consultant is expected to work home-based and independently: s/he will provide the equipment needed to ensure her good performance (laptop, phone, email, other supply…).
