UNICEF has adopted the Harmonized Approach to Cash Transfers (HACT) as an approach for obtaining assurance that results have been achieved in line with resource utilization. It aims at managing risk related to cash transfers made to implementing partners in support of programme implementation, reducing partner transaction costs and allowing progressive use of national systems for management and accountability of results and resources.
The Implementing Partnership Management Manager is responsible for providing technical and administrative support to ensure quality, effective and efficient management of implementing partnerships in the country office in line with respective operational policies, procedures and mainstreaming of risk based implementing partnership management at the Country Office (CO) level. This includes use of the mandatory electronic platforms eTools and UN Partner Portal (UNPP) which digitalize the management of Harmonized Approach to Cash Transfers (HACT) and implementing partnerships and selection of Civil Society Organizations (CSO) partners.
How can you make a difference?
1. Strategy of implementing partnership management and implementation
Leads the development of the CO’s implementing partnership management strategy which aims to reduce the number of partners and address operational challenges in the context of DRC.
Provides technical support to the country office in the formalization of implementing partnerships with government, civil society organizations and other implementing partners in line with relevant policies, procedures and guidelines, including the CSO Procedure, Prevention of Sexual Exploitation and Abuse (PSEA) Assessment Procedure, and guidance on work plans.
Provides technical and administrative support in the implementation of HACT in line with the HACT policy and procedure and other relevant organizational policies, procedures and guidelines, including the Division of Financial and Administrative Management (DFAM) Policy 5: Cash Disbursements Supplement 3-Cash Transfers (HACT).
Coordinates the preparation of CO annual HACT assurance plan in eTools, monitors the automatic updating of requirements and keeps colleagues informed of the evolution of execution of the plan. Facilitates its execution, the noting of findings from assurance and its follow up.
Coordinating with other adopting agencies on shared approaches to HACT, and assessment and audits for shared partners as appropriate.
Coordinates with and/or seeks technical support of the Regional Office on implementation of the CSO and HACT procedures.
2. Quality assurance
Propose a Third-party Monitoring approach to be activated as necessary to ensure effective quality assurance of implementation all settings including humanitarian with limited access.
In collaboration with the CO Internal Control Unit, contributes to the design of and implementation of quality assurance strategies/processes relevant to the HACT and the CSO Procedures. This includes processes to ensure that implementing partners are selected and assessed in accordance with the CSO procedure and that all documentation is in line with corporate standards as stipulated in the CSO procedure, including the optimal use of eTools and UNPP. Encourages the use of open selection in CSO Partnerships in line with organizational priority.
Build partnership with local academic institutions to conduct performance review of high volume and long-lasting partnerships to identify way to improve programme implementation
Contributes to the design and implementation of quality assurance strategies and standard operating procedures (SOPs) as well as processes to ensure that HACT assessments and assurance activities are undertaken in accordance with corporate terms of reference and guidance and that appropriate follow-up action and escalation steps are taken as needed.
Represents UNICEF at the Inter-agency HACT task team to coordinate quality assessement or audits of shared Implementing Partners.
3. Analysis, monitoring, and reporting
Analyzes and monitors direct cash transfers (DCT) at the country office level, paying particular attention to DCT approaching or of more than 6 months of age.
Uses appropriate corporate tools and systems including InSight,e-Tools and UNPP, monitors the status of implementation of HACT; monitors internal country office processes for formalizing implementing partnerships with CSOs and issuance of initial payment to ensure that corporate timelines are adhered to, especially in humanitarian response. .
Reports on HACT execution and CSO collaboration benchmarks to the Country Management Team (CMT) on a quarterly basis.
Identifies high risk areas including suspicions of or opportunities for fraud, and other issues requiring special attention or escalation to CO senior management and/or to the regional office.
4. Innovation, knowledge management and capacity building
Serve as the custodian of all implementing partnership documentation such as assessment and assurance reports, Programme Cooperation Agreements (PCA), Small Scale Funding Agreements (SSFA) and programme documents, ensuring that they are adequately circulated in the office and properly archived in eTools.
Ensure the effective updating and quality of CO documentation in eTools and UNPP.
Collaborates with Internal Control Unit and other relevant Operations team members in the analysis of micro assessment results and assurancereports to inform the office’s programme implementation strategy and capacity development activities;
In collaboration with the CO Internal Control Unit, design and implement capacity building strategy/initiatives for CO staff to ensure that CO staff are knowledgeable and comply with the HACT and CSO procedures and other relevant corporate policies, procedures and guidance that impacts on implementing partnership management
Design and implement capacity building initiatives for staff of implementing partners to ensure that they are knowledgeable on all aspects of partnering with UNICEF, with particular emphasis on the HACT, CSO and PSEA procedures.
Participate in country office Enterprise Risk Management (ERM) exercises to ensure that risks for implementing partnership management are identified and mitigation measures put in place.
Provide technical leadership and management of the Implementing Partnership Management Unit, under the guidance of the Deputy Representative and the direct supervision of the Chief Planning
Serve as the Secretary of the office HACT task team and ensure that appropriate follow-up action and escalation steps are taken as needed.
Perform any other tasks requested by the chief planning in support to the section
Serve as Officer In Charge (OIC) of the Planning Section in the absence of the head of section.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in one of the following fields is required: Development studies, International Development, Business Administration, Financial Management, Economics, Auditing, Project/Programme Management or another relevant technical field.
A minimum of  eight years of relevant professional experience in one or more of the following areas is required: programme development/management, financial planning, and management, or another related area.
Experience working in a developing country is considered as an asset.
Relevant experience in a UN system agency or organization is considered as an asset.
Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
