BACKGROUND
To achieve better results for children, in a more efficient and effective way, UNICEF has recently initiated the mainstreaming and scale up of the humanitarian cash transfer (HCT) modality across the organization. This has become a priority area of work under UNICEF’s strategic plan, as well as UNICEF’s agenda to increase the resilience of households, communities and systems.
UNICEF Libya Country Office has significant potential to adopt Humanitarian Cash Transfers (HCT) as a tool of humanitarian assistance through a variety of entry points. The humanitarian community has already created a solid enabling environment where regular participatory monitoring proved markets capable of providing the needed goods and services while the private sectors already developed financial services to deliver digital cash assistance.
PURPOSE
Under the general supervision of the Deputy Representative the Consultant will provide guidance and technical assistance to develop HCT proof of concepts for the different sectors identified by UNICEF Libya CO. Guidance and technical assistance should be provided in terms of design, planning and implementation, management and monitoring of programme/project activities, data analysis and progress reporting, in support of achievement of programme goals and objectives.
MAIN RESPONSIBILITIES AND TASKS
1. Humanitarian Cash Transfers programme development and management
• Support the programme colleagues from Education, Child Protection, WASH and Emergency sections, remotely and in person to implement HCT programmatic recommendations by:
o Identifying operational solutions to the delivery of cash assistance in concert with Operations Section
o Identifying and supporting implementing partners to delivery HCT in Libya;
• Develop, review and maintain work plans with time frames and deadlines for key activities; based on changing and emerging needs; ensure relevant operating procedures are developed.
• Ensure to liaise, in concert with Operations section, with private sector actors who could support in scaling up UNICEF HCT in Libya
• Conduct regular operational analysis of the programme, identify areas of poor performance, bottlenecks, and identify solutions such as design improvements, additional trainings and technical support.
• Ensures relevant analysis of complaints and feedback received through different communication channels and ensure implementing partners relevant follow up.
• Prepares relevant programme reports required for management, donors, budget reviews, programme analysis, annual reports, etc.
2. Monitoring and Evaluations
• Works closely with the programme colleagues to implement a sound monitoring and evaluation framework for those programmes integrating a cash transfer component.
• Undertakes field visits to monitor and assess programme implementation and decides on required corrective action.
• Provide guidance to the Programme colleagues on the integrated use of a diversified set of data collection tools and methodologies including leveraging existing implementing partner systems, to capture programme effects at output and primary outcome level.
• Produce relevant knowledge management products on the cash transfer activities through data collection and analysis, complete and accurate reporting as well generating and documenting lessons learned;
• Provide a detailed hand over, with linkages to existing deliverable and with identified responsible persons for the continuation of the Consultant work
3. Partnership, Coordination and Collaboration for cash transfer programme
• Propose to his/her supervisor potential partnerships and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation.
• Liaises with other UN agencies focal points to ensure programmatic and operational collaboration including for HCT needs assessment, coordinated targeting, assistance delivery, referral pathways, grievances mechanism and joint monitoring.
• Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavors and to coordinate financial management requirements and accountability.
• Ensure UNICEF active participation in the Libya Cash Working Group and other relevant humanitarian forums
Deliverables
– At least one UNICEF programme section among those included in the CO HCT recommendations have signed a Programme Document including HCT and started delivery of cash assistance.
– A monitoring framework is available and baseline data collected for the above-mentioned programme.
– UNICEF Libya CO holds an operational agreement, either with a fellow UN agency or with a Financial Service Provider, to deliver cash assistance.
Payments
– 50% of the contract will be paid after 3 months provided that the consultant has supported the programme section to develop at least one Programme Document that has HCT as a deliver modality.
– The remaining 50% will be paid after 6 months, provided that the remaining deliverables (including the second partnership agreement if required) are fully accomplished.
MINIMUM QUALIFICATIONS AND COMPETENCIES
• Advanced university degree in international development, social sciences, public policy, public health, or relevant field
• Five years of relevant professional work experience – designing, implementing and managing cash transfer programmes.
• Ability to work independently and respond to feedback in a timely and professional manner.
• Experience in emergency programme implementation.
• Demonstrated knowledge in use of cash in emergencies.
• Familiarity with UNICEF’s programmes in emergency contexts preferred.
• Experience in multi-stakeholder coordination and facilitation.
• Knowledge of social protection policy debates and evidence is an asset.
• Key expertise in data and information management is desirable
• Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation
• Knowledge of French or Arabic is an asset.
MANAGEMENT, ORGANISATION AND TIME FRAME
• The Consultant will be managed by and report to the Deputy Representative
• The Consultant will closely collaborate with:
o Head of Child Protection section
o Head of Education Section
o Head of Child Survival and Development
o WASH Specialsit
o Emergency Specialist
• The Consultant will not have line management responsibility.
BUDGET and PAYMENT CONDITIONS
o The consultant will be responsible for payment travel to and accommodation in Tunis and taxes in the country of fiscal residency
o DSA will be paid as by official UNICEF rate for all travel outside Tunis
o Costs of official, work-related communication will be covered by UNICEF
o Together with his/her CV and motivation letter the consultant should propose a monthly rate covering all the above-mentioned costs
WORK CONDITIONS
o The Consultant will need to have his/her own computer
o The Consultant will be provided a work space in the Tunis office, depending on the availability.
o Work-related travel in Libya will be covered and organized by UNICEF
o The security management of the consultant will fall under standard UNICEF security regulations
