UNICEF Yemen Country Office utilizes services of outsourced recruitment and management firms/companies to provide national consultants/facilitators. These outsourced firms recruit, deploy and manage the outsourced national consultants/facilitators on behalf of UNICEF. This is aimed at enhancing UNICEF Yemen’s implementing capacity as well as expanding UNICEF presence in the field, enabling UNICEF to quickly and efficiently respond to an emergency on the ground, improve the communication channels with local counterparts, enhance the quality assurance of UNICEF-supported activities and ensure regular monitoring and follow ups are conducted on time.

How can you make a difference?

A. NEEDS FORECAST

  • Review and compare the requirements listed in the terms of reference (TOR) with the salary scale to indicate the proper salary.
  • Consolidate the facilitators requests and submit to the outsourced companies.
  • Follow up needs forecast t to ensure that vendors are provided requirements in time.

B. PROCESSING NEEDS

  • Review the facilitators requests from sections/field offices and ensure the ToR, entitlements and approval are in line with established procedures.
  • Follow up with the vendors for delivery of personnel as per project contracts and timelines.
  • Follow up with the hiring sections to share shortlist, written test, grades and interview confirmation to ensure recruitment KPI is met.

C. MONITORING AND REPORTING

  • Monitoring and reporting of third party contracts and sharing regular notification to the hiring sections.
  • Ensure to complete the tracking sheets of the third party (Recruitment tracking sheet, purchase orders /contract tracking sheet, Facilitator database).
  • Generate project monthly reports.
  • Verifying outsourced personnel documents and ensuring that they are in line with project agreement.
  • Attending to any inquiries of the outsourced personnel and preparing responses.
  • Supporting orientation of newly deployed facilitators by the outsourced companies.
  • Liaising with outsourced companies for an effective deployment of outsourced personnel to UNICEF.
  • Ensuring quality assurance is done on related personnel third party documents received by UNICEF.
  • Implement best practices during the third party human resources modality cycle.
  • Arrange and attend regular meetings with third party companies.
  • Working with and supporting other Human Resources team activities as may be assigned by supervisor.
  • Ensure that vendors comply with signed agreements including ensuring that individual consultant/facilitator complies with all required obligations.
  • Review invoices and ensure that payment is done to the companies within one month of receiving the invoices.
  • Follow up with hiring sections to raise the purchase requisitions and raise purchase orders once the selected candidates are chosen and before they sign their contract with the companies.
  • Regular review of compliance of vendors reports to ensure compliance with statutory requirements

As member of the HR team, provide technical support in recruitment, and other talent management strategies.

To qualify as an advocate for every child you will have…

  • A University Degree in human resource management, business management, international relations, psychology or another related field is required
  • Three years of relevant professional work experience in office management, project management and HR management or a relevant area.
  • Experience of working with the UN, NGOs or international organizations will be considered as an asset.
  • Experience of a legal background especially labour or Company Law would be an added advantage.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
