Purpose of the Assignment: The UNICEF Health and Nutrition Specialist (Emergency) will ensure leadership, coordination, planning, strategy development and advocacy on behalf of UNICEF programming within the Health and Nutrition Clusters. The incumbent will be based in Beira (Sofala province) to ensure proper implementation and monitoring of the UNICEF Emergency Health and Nutrition response and conduct periodic missions to Cabo Delgado to support the team there. She/he will be an active member of the health and nutrition cluster at a provincial and central level, by participating in the meetings (provincial level) or by providing regular updates and meaningful analyses of the field situation to the CHN Section (central level).
How can you make a difference?
The Health and Nutrition Specialist (Emergency) will undertake the following activities on a regular basis in order to:
1. Situation Analysis and Strategic Engagement
Support the MoH and health and nutrition partners to assess the evolving health and nutrition needs of affected populations in order to restore the health services provision, including malaria, immunization, nutrition, and HIV services and health promotion, as defined by the Core Commitment for Children in Health and Nutrition Emergencies.
Ensure analysis of information on the impact of the emergency and needs of affected populations for planning and monitoring purposes, including age, gender, and diversity in collaboration with the MoH at the central and subnational level and health cluster partners.
Participate in coordination forums to advise and recommend strategic interventions a wider sector/partnership level.
Coordinate closely with other sectors for complementary efforts including WASH, child protection, and education.
2. Programme Implementation
Guide UNICEF field team and partners on the design, implementation, and monitoring of the UNICEF-specific areas of health and nutrition interventions; including preparation of quarterly financial requests/cost requirements.
Provide direct support the development and implementation of the priority activities, including operation of outreach teams, training and capacity building of health staff, and reinforcement of community systems for health and nutrition service delivery
Ensure active communication with the CHN section/team to ensure UNICEF’s meaningful and timely technical contributions to effective support and supervision of implementation
In coordination with health and nutrition programs and logistics, monitor supplies, particularly for PHC interventions (vaccines, basic medicines, and nutrition commodities) in order to forecast additional supply needs and prepare distribution plans and release orders.
Executes the timely delivery of assistance and procurement of supplies, monitors the appropriate and effective use of UNICEF resources/inputs. Identifies problems and constraints in order to ensure effective project delivery.
3. Monitoring and Reporting
Regularly update the UNICEF Humanitarian Tools, such as ERP, SitRep, HAC, donor reports.
Monitors partner funding/expenditures; review partner.
Sets up a reporting system and sends weekly, monthly situation reports to concerned parties.
(including information management) for timely and effective needs assessments, planning, prioritization, implementation, reporting, and evaluation.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in one of the following fields is required: public health/nutrition, paediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
A minimum of [5] five years of relevant professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
Experience working in a developing country is considered as an asset.
Relevant experience in a UN system agency or NGO is considered as an asset.
Experience in humanitarian action within the health and nutrition interventions.
Understanding of the humanitarian action dynamics and situation in Mozambique, and is familiar with the main components and structure of the Government-led mechanisms at the national and sub-national level.
In-depth understanding of Core Commitments for Children on health in emergencies.
Excellent advocacy and communication skills particularly in relation to advocating for health services provision in humanitarian crises.
Demonstrated ability to establish harmonious and effective working relations both within and outside the organization.
Fluency in English is required. Knowledge of Portuguese or Spanish is desired.
Management and Supervision: The Health and Nutrition Specialist (Emergency) will be supervised by and report directly to Head of Field Office, with technical supervision by the Chief, Health & Nutrition.
